Objectives

The African Development Bank Field Office in Mozambique (MZFO) has been established to strengthen dialogue between the Bank and the government, development partners, the private sector, and the civil society, in the design of its development policies and programs, as well as on implementation, monitoring and evaluation of the poverty reduction strategy. MZFO also seeks to assist the operational functions of the Bank Group in launching and follow up of projects and programs in Mozambique with a view to enhancing portfolio quality, identification, promotion of participatory approach, and regional integration .MZFO invites applications from qualified candidates to fill in the following vacant position. This is a national position and posting will be in Maputo, Mozambique and ONLY CVs of nationals and candidates with work permit would be considered.

Duties and responsibilities

The incumbent will undertake the following functions:

  • The National Procurement Officer (NPO) will be based in the Field Office and work as a technical staff of Procurement and Fiduciary Services (ORPF) Department receiving all guidance and support on procurement matters/issues from the Regional Procurement Coordinator (RPC). The NPO daily administrative supervisor shall be the Resident Representative. Although most of the work will involve projects in Mozambique, the incumbent is also expected to assist in the processing of activities in Angola, as needed.
  • The NPO assist the RPC/NPPO, and Bank tasks teams in assessing the adequacy of the Borrower’s project procurement management systems and their ability to manage and monitor bank financed projects.
  • Review and/or draft under the technical supervision of the RPC/NPPO, procurement chapters/sections for a variety of project lending documents taking into account the economy and efficiency of procurement and acceleration of appropriate disbursement.
  • Independently review, analyze and comment on a wide variety of procurement activities.
  • Carry out supervision work to ensure that projects procurement management systems are functioning appropriately, including the review of periodic interim procurement reports for the Regional procurement Coordinator clearance.
  • Participate in project discussions and contributes to the preparation and revision of procurement plans and implementation schedules or monitoring systems.
  • Prepare bidding documents, assess the bids and make recommendations for the recruitment of consultants to be used by the Field Office.
  • Contributes to collect national data related to procurement activities/ matters.
  • Draft standard routine correspondences relating to procurement activities.
  • Assist Tasks team and ORPF in monitoring the implementation of agreed action plans for the Country Procurement Assessment Reviews (CPARs).
  • Monitor practical aspects by assisting the Projects task Managers to supervise the procurement activities carried out by the Borrower (s) throughout the project.
  • Undertake other procurement related activities that may be required by ORPF.

Selection Criteria

  • At least a Master’s degree in Management, Engineering or a related field;
  • Minimum 5 years of relevant professional experience in project procurement;
  • Full understanding of the principles of project cycle and project implementation
  • Proven ability to interact competently with the staff of government and donor agencies on issues relating to procurement; Competence in the use of Bank standard software applications (Word, Excel, PowerPoint, Access, MS Project); Capacity to communicate effectively (written and oral) in English. Fluency in Portuguese and French is highly desirable.
