The vision of IFC's Corporate Business Technologies Department (CBT) is to be a recognized innovator and leader, delivering the information and technologies that enable IFC to sustain its competitive advantage, serve its clients better, and help its staff work smarter.

Quality Assurance (QA) in CBT is the responsibility of each project team, supported by a central QA team, and overseen by an Independent Verification & Validation (IV&V) function that is organizationally separate from the application delivery and production support units. The overall goal is to deliver quality solutions for CBT clients at the first time of asking.

Project QA activities include: Requirements quality review; creating and executing QA test plans; requirement to test case traceability; logging, validating and tracking defects; deployment planning, and production readiness assessment.

Central QA activities include: Providing standard templates and checklists needed for project QA documentation; training and consultation on quality processes and tools; QA phase gate reviews; assessing test coverage by sampling requirements and test cases; ensuring test results are maintained and all outstanding issues are either closed or have resolution plans, and verifying final project artifacts availability under Configuration Management.

IV&V activities include: Phase review of projects to independently ensure QA standards are being followed; identifying and tracking issues to closure; proactively addressing potential flaws and minimizing the impact of existing issues during the project phase in which they occur; identifying portfolio-wide issues and recommending holistic solutions; reporting on overall portfolio quality; performing post-implementation reviews to assess business value achievement, and ensuring the overall maturity of the environment is continuously improving.

IFC is seeking a seasoned Quality Management professional to lead the IV&V function within the IT Risk Management unit of CBT. This position reports directly to the Head, IT Risk Management, CBT.

Duties and Accountabilities:
The selected candidate will be responsible for:

• Providing overall vision, management, and oversight of CBT’s IV&V function.

• Using a risk-based approach, designing and executing an annual program of IV&V activities aligned with the CBT work program.

• Promote a culture where “Quality is everyone's job” by recommending best practices, holding training and outreach events, and serving as Quality subject matter expert.

• Assigning and tracking resources to carry out the IV&V program including planning, budgeting, procuring, and managing contractor/consultant resources as necessary throughout the lifecycle of projects.

• Liaising with Project Management Office functions in software development and IT operations areas to understand the overall program status as well as forecast project level activity requiring IV&V engagement.

• Managing capital and administrative budgets associated with delivering the IV&V program.

• Maintaining a collaborative yet objective relationship with project teams and project portfolio managers, acting as subject matter advisor as necessary for software quality assurance, testing, requirements management, etc.

• Working directly on complex and/or high risk projects as needed.

• Tracking IV&V issues and recommendations to resolution, escalating within CBT leadership as needed.

• Conveying to Senior Management, in written and oral presentations, potential IV&V risks, business impact, and action plans to address gaps.

Selection Criteria:
• Bachelors degree(s), preferably in Information Management, technology, or finance and at least 8 years of IV&V, IT project management, quality assurance, and/or IT risk management experience.

• Relevant professional certifications such as PMP, ITIL, CISA etc. are preferred.

• Direct experience in IT project planning, requirements, design, code, integration & test, architecture, management, technology and business risk review, delivery, and training activities.

• Knowledge of technological trends and developments in the area of software development, IT infrastructure, and IT risk management.

• Strong knowledge and experience of IT project management methodologies and tools.

• Good understanding and working experience in maturity and process improvement models (e.g. ISO, CMMi, COBIT).

• Knowledge and work experience of configuration, change and release management in relation to development and maintenance of systems and infrastructure.

• Experience with establishing and managing RFP's, contracts and vendors, including negotiations.

• High level of personal integrity, and the ability to professionally handle confidential matters and exhibit the appropriate level of judgment and maturity.
