JTA International is seeking a motivated and experienced individual for the role of Procurement Specialist (Pharmacist) with the Health and HIV Implementation Services Provider (HHISP), an Australian Government AusAID initiative. HHISP supports the implementation of the Health and HIV Program on behalf of AusAID and GoPNG, with its overarching objectives being to improve maternal and child health outcomes and deliver increased health and HIV services to the rural majority and high risk populations in support of the Partnership for Development Outcomes.
Located within the National Department of Health (NDoH), Port Moresby PNG, this role will report to the NDoH Procurement Manager and will work closely with staff of the Medical Supplies and Commercial Support Services Branches. This position will require the incumbent to provide hands on technical assistance in the scheduling and therapeutic grouping of generic drugs, and for strengthening the systems used for forecasting, procurement and logistics of drug supplies within the NDoH.
Specifically, the Procurement Specialist (Pharmacist) will:
  • Review current quantification data (including conducting stocktakes of drug supplies at Central and Satellite Stores as required), and review current orders to establish a baseline for all drug supply procurement.
  • Based upon above, revise and re-establish the secure excel database for drug forecasting and supply chain management.
  • Develop a three year forecast and procurement plan, including scheduling and developing generic specifications, which should include ensuring they are comparable to brand/reference listed drug products in dosage form, strength, method of administration, quality and performance characteristics, and intended use; as well as include provisions for adherence to industry standards in relation to pharmaceutical labeling and packaging that will meet Quality Assurance and Quality Control Standards within Tender/Bidding documents.
  • Develop standard operating procedures (SOPs) for the procurement and supply management of drugs, including working with the NDoH Procurement Manager to facilitate their effective utilisation as a management tool.
The anticipated duration of this contract is for a period of up to 50 days, with this to commence as soon as practicable in June/July 2012.
The successful applicant will have:
  • Significant experience in writing or sourcing generic drug specifications that are comparable to brand/reference listed drug products in dosage form, strength, method of administration, quality and performance characteristics, and intended use.
  • In depth knowledge of pharmaceutical labeling and packaging in-line with industry standards (essential).
  • Extensive senior medical supply procurement and distribution experience, including experience in drug supplies.
  • Demonstrated understanding of and skills in supply management database development and maintenance.
  • Generic specification writing skills and current working knowledge of ISO Safety & Performance Codes for specific instruments and consumables (essential).
  • Demonstrated experience in developing realistic and achievable consumable and commodity forecasts and procurement plans.
  • Exceptional communication skills and a proven ability to work independently, as part of team, and in building relationships with partners and clients.
  • Experience working in cross-cultural environments and in understanding the PNG medical supply system (highly regarded).
