WHO - Senior Human Resources Officer

The Division of Administration and Finance is responsible for providing efficient and effective support service to all ‎programmes and activities of the organisation in the Eastern Mediterranean Region in respect of human resources ‎management, administration, budget and finance, supplies, conference and IT services.‎

The objective of the HR Unit in EMRO is the effective and efficient delivery of a wide range of HR services to clients ‎in the Regional Office and country offices. Additionally, to provide expert advice on Human Resource related matters to ‎senior management and to staff and Special Services Agreement (SSA) holders.‎
Description of duties:
Under the general guidance of the Director, Administration and Finance: ‎

Strategic Planning and Implementation:
-Take the lead role and responsibility for strategic planning and coordination of HR related activities throughout ‎the Region and oversee their implementation, monitoring, updating and evaluation including:‎
-Planning and workforce management - proactive use of HR analytics to understand the staffing trends in the ‎client area; support managers in developing their staffing strategies, i.e. provide analysis of trends and staffing ‎scenarios; ‎
-Advise on organisational and job design and classification; ‎
-Oversee the development of mobility and rotation plans; ‎
-Participate in the design, development and implementation of global recruitment rosters and lead the ‎development of regional rosters; ‎
-Advise on succession planning with related recruitment and selection, including monitoring and forecasting of ‎staffing needs; help to establish skills mix and workforce diversity that corresponds to programme needs;‎
-Integrate the various HR areas to create a comprehensive platform for an effective and strategic HR service and ‎propose amendments to regional HR policies and practices where required to streamline operations and improve ‎the work environment.‎

Management of Performance and Development:
-Lead and coordinate the development and implementation of proactive performance management practices ‎throughout the Region; ensure the design and putting into effect of staff development and learning initiatives ‎that address identified gaps and ensure that training initiatives reflect overall Regional strategies.‎

Management of the Human Resources team:
-Lead, guide, manage and supervise the team of Human Resource specialists: Lead and motivate the team, ‎empowering the staff and further developing their skills; develop and prepare work plans including submissions ‎for the biennial budget, plans of action and annual report; plan HR needs, oversee performance management, ‎identify staff development needs and training;‎
-Develop and design a capacity-building plan for the team in the use of HR tools, systems and policies and ‎actively contribute to improved policies and practices and overall HR community development.‎

Policy Advice:
-Provide authoritative advice to senior management at the Regional Office and to WHO Representatives in ‎country offices on the full range of HR issues, policies and practices. Provide expert level strategic advice to ‎develop innovative HR approaches and solutions to complex problems in line with policies and following best ‎practices;‎
-Provide authoritative advice to staff at all levels on HR related issues; monitoring and advisory services to staff ‎and non staff on conditions of service and contractual arrangements with particular focus on identifying ‎solutions for more difficult and complex cases; administration of justice and conflict resolution: coordinate HR ‎response and ensure follow-through on actions brought forward by clients or HR staff in the team. ‎

Administration of Justice and Conflict Resolution: ‎
-Monitor, advise and act on disciplinary measures and appeal cases or other contentious issues in accordance with ‎established policies and procedures and mediate conflict, grievance and harassment cases. Formulate ‎management's position and propose strategies for a smooth resolution.‎

Promoting Best Practices:
-Represent the Region in internal and external forum including staff/management relations through consultations on HR ‎issues;‎
-Coordination with the WHO Global Service Centre on service delivery to staff and follow up on queries and ‎resolution of issues. Contribute to reviews of global Standing Operating Procedures in the context of Global Management System ‎‎(WHO ERP system) and propose enhancements to the system. ‎
REQUIRED QUALIFICATIONS
Education:
Essential: Master's Degree in Human Resources Management, Public or Business Administration, Social ‎Sciences, Law or other related fields. ‎

Desirable: Training in Staff Counselling, Development and Learning.‎

Functional Skills and Knowledge: ‎
-Extensive knowledge of human resources management policies, theories and best practices in a multicultural ‎environment;
-In-depth knowledge of HR and organisational development methods and tools;‎

-Knowledge of HR systems in an Enterprise Resource Planning (ERP) environment;‎
-Conceptual analytical ability and demonstrated ability to formulate policy and procedural guidelines and provide expert ‎advice to management; ‎
-Tact, diplomacy and discretion;
-Strong client focus;
-Integrity and sound judgement; ‎
-Excellent communication skills, both written and oral.‎

Other Skills (e.g. IT):‎
Computer literacy (Word, Excel, Power point, etc). ‎
Experience:
Essential: At least 10 years' experience in Human Resources Management of which at least 5 years in managerial ‎positions at an international level. ‎

Desirable: Experience in an international organization and familiarity with the structure of the UN Common System ‎and WHO Rules and Regulations.
Languages:
Essential: Excellent knowledge of English. ‎

Desirable: Working knowledge of another official WHO language would be an asset.‎

Annual salary: (Net of tax)
USD 80 734,- at single rate
USD 86 904,- with primary dependants
Post Adjustment: 39.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
