The Division of Administration and Finance is responsible for providing efficient and effective support service to all ā€ˇprogrammes and activities of the organisation in the Eastern Mediterranean Region in respect of human resources ā€ˇmanagement, administration, budget and finance, supplies, conference and IT services.ā€ˇ The objective of the HR Unit in EMRO is the effective and efficient delivery of a wide range of HR services to clients ā€ˇin the Regional Office and country offices. Description of duties: Under the general guidance of the Director, Administration and Finance: ā€ˇ Strategic Planning and Implementation: -Take the lead role and responsibility for strategic planning and coordination of HR related activities throughout ā€ˇthe Region and oversee their implementation, monitoring, updating and evaluation including:ā€ˇ -Planning and workforce management - proactive use of HR analytics to understand the staffing trends in the ā€ˇclient area; support managers in developing their staffing strategies, i.e. provide analysis of trends and staffing ā€ˇscenarios; ā€ˇ -Advise on organisational and job design and classification; ā€ˇ -Oversee the development of mobility and rotation plans; ā€ˇ -Participate in the design, development and implementation of global recruitment rosters and lead the ā€ˇdevelopment of regional rosters; ā€ˇ -Advise on succession planning with related recruitment and selection, including monitoring and forecasting of ā€ˇstaffing needs; help to establish skills mix and workforce diversity that corresponds to programme needs;ā€ˇ -Integrate the various HR areas to create a comprehensive platform for an effective and strategic HR service and ā€ˇpropose amendments to regional HR policies and practices where required to streamline operations and improve ā€ˇthe work environment.ā€ˇ Management of Performance and Development: -Lead and coordinate the development and implementation of proactive performance management practices ā€ˇthroughout the Region; ensure the design and putting into effect of staff development and learning initiatives ā€ˇthat address identified gaps and ensure that training initiatives reflect overall Regional strategies.ā€ˇ Management of the Human Resources team: -Lead, guide, manage and supervise the team of Human Resource specialists: Lead and motivate the team, ā€ˇempowering the staff and further developing their skills; develop and prepare work plans including submissions ā€ˇfor the biennial budget, plans of action and annual report; plan HR needs, oversee performance management, ā€ˇidentify staff development needs and training;ā€ˇ -Develop and design a capacity-building plan for the team in the use of HR tools, systems and policies and ā€ˇactively contribute to improved policies and practices and overall HR community development.ā€ˇ Policy Advice: -Provide authoritative advice to senior management at the Regional Office and to WHO Representatives in ā€ˇcountry offices on the full range of HR issues, policies and practices. Provide expert level strategic advice to ā€ˇdevelop innovative HR approaches and solutions to complex problems in line with policies and following best ā€ˇpractices;ā€ˇ -Provide authoritative advice to staff at all levels on HR related issues; monitoring and advisory services to staff ā€ˇand non staff on conditions of service and contractual arrangements with particular focus on identifying ā€ˇsolutions for more difficult and complex cases; administration of justice and conflict resolution: coordinate HR ā€ˇresponse and ensure follow-through on actions brought forward by clients or HR staff in the team. ā€ˇ Administration of Justice and Conflict Resolution: ā€ˇ -Monitor, advise and act on disciplinary measures and appeal cases or other contentious issues in accordance with ā€ˇestablished policies and procedures and mediate conflict, grievance and harassment cases. Formulate ā€ˇmanagement's position and propose strategies for a smooth resolution.ā€ˇ Promoting Best Practices: -Represent the Region in internal and external forum including staff/management relations through consultations on HR ā€ˇissues;ā€ˇ -Coordination with the WHO Global Service Centre on service delivery to staff and follow up on queries and ā€ˇresolution of issues. REQUIRED QUALIFICATIONS | |
Education: Essential: Master's Degree in Human Resources Management, Public or Business Administration, Social ā€ˇSciences, Law or other related fields. ā€ˇ Desirable: Training in Staff Counselling, Development and Learning.ā€ˇ | |

Experience: Essential: At least 10 years' experience in Human Resources Management of which at least 5 years in managerial ā€ˇpositions at an international level. ā€ˇ Desirable: Experience in an international organization and familiarity with the structure of the UN Common System ā€ˇand WHO Rules and Regulations. | |
Languages: Essential: Excellent knowledge of English. ā€ˇ Desirable: Working knowledge of another official WHO language would be an asset.ā€ˇ | |

Annual salary: (Net of tax) USD 80 734,- at single rate USD 86 904,- with primary dependants | Post Adjustment: 39.8 % of the above figure(s).
