Background
Oxfam Novib is the Managing Affiliate on behalf of all Oxfams in Afghanistan. Oxfam Novib has the lead role in the Oxfam Country Leadership Team, for humanitarian preparedness and response, for security and for the Rights in Crisis campaign.
In Afghanistan, Oxfam Novib is implementing a developmental, humanitarian and campaigning programme together with local NGOs and in close collaboration with other Oxfams. Oxfam Novib is active in fundraising with donors for its programmes in Afghanistan. In order to carry out these responsibilities, Oxfam Novib has a country office in Kabul. In June, 2012, Oxfam Novib plans to fully decentralize its Afghanistan programme to the Country Office. The Programme Coordinator Development Programmes reports to the manager of the Country Office.

Objective of the position
To contribute to designing effective development programmes and to manage its implementation that help achieve the organisations’s objectives, and contribute towards setting the strategic direction.

Main tasks

  1. Contribute to the development and management of implementation of the development programmes, and ensure that targets and strategic objectives are achieved in line with the country business plan and the overall Oxfam (Novib) Strategic Plan.
  2. Within the framework of the business plan, develop together with partners country specific donor proposals and support the relevant Programme Officer/s and Financial Officer to implement the programme. Establish and implement relevant monitoring systems to keep track and report on programme progress.
  3. Identify capacity building needs of partners and provide programmatic support and technical advice to partners. Ensure high quality project planning, monitoring and evaluation including regular field visits, communication of progress and results and grant management.
  4. Oversee the different (donor) budgets, and liaise directly with the relevant Programme Officers and the Finance officers on financial matters re the budget/proposal; be accountable to the country office manager on budget variances, accountability and appropriateness of budget spending.
  5. Oversee the reporting function of the team and ensure that reporting and other donor requirements are met in line with donor agreements and Oxfam (Novib) policies and routing procedures. Operate the report tracking tool and follow up with Programme and Finance Officers where necessary.
  6. Identify local and regional opportunities for funding and collaboration, and for lobby & advocacy. Pro-actively initiate and maintain contacts with donors, Oxfams and other relevant stakeholders.
  7. To manage support and administrative staff on a day to day to basis, and to perform all HR tasks, such as work meetings, performance interviews, accepting reports of absence and recovery and passing them on to HR, meetings on frequent absence, co-ordinating and advising on the recruitment and selection procedure.

Required skills and experience

  • Appropriate educational background and at least five years working experience in development work, preferably in the region and Afghanistan;
  • Experience with inter-linkages between development, humanitarian and campaigning practices;
  • Ability to think strategically, communicate convincingly and act decisively;
  • Team player and team builder in a multi-cultural setting; ability to stimulate and coordinate team work;
  • Ability to work result-focused; entrepreneurial and flexible attitude;
  • Ability to work transparently and effectively with external stakeholders;
  • Good planning and organisational skills and experience of managing donor contracts and relationships, delivering on obligations and a good awareness of donor requirements and priorities;
  • Experience of working in a security high risk environment and experience with leading on security issues;
  • Proficiency (in writing and narrative) in English.

We offer
A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. We offer a gross salary in the range from € 2877,- to € 4428,- on the basis of a 36 hour working week. This is excl. 8% holiday fee, an additional international staff package will be offered in line with Oxfam Novib’s Collective Labour Agreement.
