Objective of the position
The associate country director (ACD) functions as Oxfam Novib’s most senior representative and manager in DRC. The ACD manages a programme with approximately 25-30 staff, three program components and two offices in DRC: Bukavu and in Goma; there may also be a staff member based in Kinshasa. S/he has to ensure the development and implementation of the Oxfam Novib country strategy and its integration into the joint Oxfam International (OI) strategy; to translate this strategy in an operational plan and budget and monitor its progress; to foster co-operation between Oxfam affiliates as affiliate member of the Oxfam Country Leadership Team (CLT). The ACD is HR responsible for the Oxfam Novib staff in country and reports to the Regional Director at head quarters in The Hague, The Netherlands and works closely with the overall Oxfam Country Director in DRC.


Main tasks

  • As the Oxfam Novib (ON) field representative you are member of the Oxfam Country Leadership Team (CLT) to ensure the delivery of the Oxfam Novib part of the Oxfam DRC country strategy.
  • You make sure that Oxfam Novib works closely together with the other three Oxfam affiliates (Oxfam Great Britain, Oxfam Solidarité and Oxfam Quebec) to achieve programmatic, administrative and logistical cooperation.
  • You monitor the progress of the Oxfam Novib country strategy and annual plan including (the planning of) monitoring, evaluation and learning aspects, related to both the management of Oxfam Novib DRC budget for partner support, and the development and management of externally funded programs (2 at the moment: Humanitarian Capacity Building and Victims of Sexual Violence).
  • You ensure adherence of the ON programme to Oxfam policies and standards for programme, programme management, finance and HR.
  • You are HR responsible for all ON staff in the Field Office, which means that you manage the staff on a day to day to basis, including a small team of expatriate staff in country.
  • You monitor and evaluate the progress of the Oxfam (Novib) programme strategy to ensure linking & learning takes place, and inform the Oxfam Country Director of any risks and/or changes that may affect progress.
  • You are responsible for the ON part of the country fundraising strategy and coordinate the fundraising opportunities as part of the Country Leadership Team and you manage the resulting donor contracts for which ON is the lead.
  • In consultation with and with input from the Regional Director, you coordinate and ensure the delivery of the information and input needed for the different HQ departments, for monitoring, reporting and planning purposes.
  • You ensure adherence to the Oxfam code of conduct, security guidelines and health & safety.
  • You develop good working relations with government officials of local administration, immigration office and tax authority. You represent the organisation in relevant fora and donor meetings and link with government institutions, embassies and national and international organizations.

You have

  • experience in management and participatory strategy development, in fragile states/situations;
  • proven analytical skills and think strategically, including the ability to think beyond the country programme context and to act within a regional and global perspective;
  • experience in representing an organisation at the level of partners, government agencies, private sector organisations, and donors at senior level;
  • experience in policy and advocacy work at local, national and international level;
  • financial management skills to monitor the operational budget;
  • excellent written and verbal communication skills to motivate, influence, and negotiate;
  • excellent communication skills (verbal and writing) in English and French.


We offer
A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. We offer a gross salary in the range from € 3,229.- to € 4,967.- . This is excl. 8% holiday fee, an additional international staff package will be offered in line with Oxfam Novib’s Collective Labour Agreement.
