INTERPOL is now looking for a qualified candidate to serve as Latent Fingerprints Examiner in the Identification Branch of the Forensic Support and Specialized Technical Databases Sub-Directorate.

The mission of the Identification (ID) Branch is to provide up-to-date specialized knowledge, training and informative support in specific human identification areas. Specialized databases which exist in specific separate areas of human identification have to be updated and maintained regularly to ensure the highest level of accuracy when performing comparison and identification.

The Fingerprint Examiner is responsible for performing duties at an expert level under the supervision and responsibility of the Head of the Fingerprint Unit and is in contact with National Central Bureaus (NCBs), representatives of law enforcement agencies, international organizations and intergovernmental services.

Primary Duties

Performing fingerprint data entry, comparison and identification

  • Prepares, enters and compares fingerprints and latent marks using the Automated Fingerprint Identification System (AFIS).
  • Prepare findings for presentation, testifies as an expert witness concerning the scientific facts established in the analysis of fingerprint evidence.
  • Maintains the AFIS latent fingerprint database, fingerprint records and files.

Staff Training (latent marks)

  • Trains identification staff in latent identification, including the use of the AFIS.
  • Is responsible for the creation of a training manual.

Promoting the service, organizing and participating in working group meetings and conferences

  • Organizes meetings on the AFIS capabilities,
  • Informs Member States about the AFIS successes and possibilities,
  • Organizes and conducts visits of the service,
  • Makes presentations at conferences and meetings and to INTERPOL visitors.

Take responsibilities as the fingerprint expert as member of Incident Response Teams (IRT)

  • As a member of IRT (Incident Response Teams) is responsible for fingerprint duties, performing fingerprint identification and providing other fingerprint expertise when required.

Post Requirements

All candidates will be assessed on the following requirements.

Education

  • Any combination of training that would provide:
    • Knowledge of the principles, methods, procedures, materials and techniques of: fingerprint identification, AFIS, latent fingerprint development, collection and preservation techniques, crime scene investigative procedures and photography techniques;
    • Ability to perform fingerprint analysis, comparison and identification, write reports summarizing findings, present evidence as an expert witness, use appropriate laboratory equipment and fingerprint identification techniques.

Experience

  • A minimum of 5 years continuous work as a fingerprint expert involved in the processing of crime scene marks using AFIS technology.

Language

  • Professional Fluency in English.

Computer

  • Advanced level in the use of Microsoft tools.

In addition to the requirements, the following assets and special aptitudes would be beneficial.

Assets

  • An undergraduate university degree;
  • Experience of work in an operational polices activity, such as DVI (Disaster Victim Identification) operations or major incident response;
  • Working knowledge of another official language(s) (Arabic, French or Spanish).

Working Conditions

  • This post is to be filled on the basis of a secondment.
  • Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of official, a monthly expatriation allowance may be paid. For more information regarding conditions of service see Employment conditions for seconded officials.
  • This post requires occasional travel on missions, sometimes of a long duration and at a short notice.
  • The incumbent will be occasionally required to work irregular hours, overtime based upon workload, and serve periodical permanence duty.

* The Organization plans to establish a Global Complex in Singapore at the end of 2013. Although no decisions have been made at this time as to which posts will be transferred to Singapore, acceptance of the post implies acceptance of a transfer to Singapore.
