Primary Duties

  • Under the direct supervision of the General Counsel or his/her representative, the post holder overall responsibilities are to monitor and finalize legal files assigned to him/her; to carry out research and draft legal documents;
  • The incumbent is expected to use personal judgment while performing duties/tasks assigned;
  • He/She is to refer to the General Counsel or his/her representative regarding main difficulties encountered and take advice whenever necessary in order to ensure the procedures and working methods in force are properly followed;
  • The Legal Officer will have to check the work he/she assigns to the Associate Legal Officer assisting him/her, and to the department secretariat, ensuring that the work is of a high standard;
  • The post holder is also to provide advice, gather information for files, put forward the Office's position based on specific guidelines given by the General Counsel or his representative.

Activities

By way of day-to-day activies the Legal Officer will:

Activity No. 1: Dossiers

  • Independently monitor and finalize non-complex legal or administrative dossiers for which solutions are already covered by rules, precedents and the Organization's practice;
  • In this context, prepare legal opinions at the request of and following specific instructions from the General Counsel or his representative;
  • Provide legal opinions directly on a variety of topics, after ascertaining the opinion of the General Counsel or his delegated representative.

Activity No. 2: Research

  • Carry out documentary research of a legal nature in a variety of areas for the information of the General Counsel or his representative.

Activity No. 3: Correspondence, studies and reports

  • Prepare studies and help to draft correspondence, minutes of meetings, reports, draft rules and other documents for the Organization's governing bodies (General Assembly, Executive Committee and Commission for the Control of INTERPOL'S Files) or other entities outside the Organization, according to specific instructions from the General Counsel or his representative.

Activity No. 4: Meetings

  • At the General Counsel's request, attend meetings organized by INTERPOL and speak on behalf of the Directorate, according to the mandate given;
  • May be required to attend international conferences and meetings and to speak on behalf of the Directorate, according to the remit given;
  • Perform other related duties as required by his supervisor.

Post Requirements

All candidates will be assessed on the under mentioned requirements and should indicate how they meet them.

Education/Training

  • Master in international and/or European law, LLM, LLD or equivalent.

Experience

  • Two years' professional experience with an international organization is desirable.

Language

  • Professional fluency in English and French, especially in writing.

Computer knowledge

  • Advanced level in the use of Word-processing and Internet research skills.

Assets (beneficial aptitudes)

  • LL.M with focus on database protection/privacy and data protection;
  • Extensive research on data protection issues in the framework of counter-terrorism;
  • Ph.D. research in the area of international law.

Special aptitudes

  • Demonstrated interpersonal skills including openness to others, tact and discretion, and the ability to work in an international environment;
  • Demonstrated intellectual and drafting skills with the capacity to adopt a global approach and strong reasoning skills;
  • In depth reasoning skills in a global approach manner.
