TITLE:  Senior Program Officer
DEPARTMENT:  International Programs
STATUS:  Full-Time
SUPERVISOR:  Associate General Secretary for International Programs
LOCATION:  Philadelphia, PA
SUMMARY OF PRINCIPAL RESPONSIBILITIES
The Senior Program Officer is primarily responsible for assisting the Associate General Secretary for International Programs in all matters related to providing timely and efficient support to International Programs staff members, ensuring stewardship of resources, compliance with international professional standards, and provision of high quality support to overseas programs in order to achieve program excellence, impact and accountability.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:  The key responsibilities of the Senior Program Officer are as follows:
Organizational Support
  • Facilitate coordinated and efficient communication between the central office and regions; ensure that the needs of all concerned are being met effectively and in a timely manner.
  • With the help of regional program officers, coordinate region specific and international orientation for international staff members.
  • As necessary, work with the Human Resources and Inclusion Department to coordinate emergency evacuations and response to medical incidents.
  • Work with the Human Resource and Inclusion Department in international staff recruitment processes.
Administration and Organizational Compliance
  • Keep current, disseminate information about and monitor AFSC compliance with international codes of conduct for staff members in or visiting AFSC locations outside of the U.S. and for accepted private, voluntary organization operations standards.
  • Assist the Associate General Secretary for International Programs in monitoring compliance with program evaluations and with audit recommendations.
  • Keep abreast of developments and manage compliance with U.S. government laws related to Office of Foreign Assets Control licenses, partner vetting and counter-terrorism related measures.
  • Ensure all country registrations and government agreements are up to date and work with regional directors on clarifying compliance issues with local regulations related to international organizations.
  • Work with the Human Resources and Inclusion Department and other support units in ensuring all regional and country programs have human resources and administrative manuals that are consistent with organizational policies and procedures.
Program and Financial Support & Monitoring
  • Manage the Dialogue and Exchange Program: coordination of peer review and approval process, monitoring, consolidation of reports, developing new proposals.
  • Organize quarterly reviews of non-grant funded program and operations expenses.
  • Maintain timelines for all program evaluations and audits and coordinate with respective support departments.
  • In the absence of the Associate General Secretary for International Programs, ensure that regional program expenses and operating funds wire transfers are approved and processed according to procedures established by the associate general secretary.
Decision-Making
  • Function as an effective decision-maker for the organization – using “sense of the meeting”, consultation, concurrent decision-making and legally binding (union contract) approaches to decision-making as appropriate.
  • In times of emergencies or crisis situations, and in the absence of the Associate General Secretary, consulting with senior management to make timely decisions especially as related to staff security or protection of AFSC resources.

Qualifications


EDUCATION:  Master’s Degree in international development or management desirable or Bachelor’s degree in a relevant field with significant work experience.
EXPERIENCE:  Six years of experience in non-profit international development with administrative experience, including two years working in the global south.
OTHER REQUIRED SKILLS AND ABILITIES:
  • Commitment to the faith-based principles and guidelines that define the work of AFSC, including a commitment to nonviolence, equality and anti-oppression work and a belief in the intrinsic worth of every individual.
  • Fluency in written and spoken English; demonstrated ability to report orally and in writing; ability to write and edit materials for publication in English.  Fluency in one other United Nations language desirable.
  • Ability to connect with diverse audiences and to influence situations using tact and diplomacy.
  • Ability to persuade and motivate others and to gain the respect and attention of AFSC staff members and volunteers.
  • Ability to work well under pressure and adapt easily to changing situations and priorities.
  • Proven ability to reach out collaboratively to individuals, groups and organizations.
  • Ability to travel regularly, nationally and internationally, and to attend frequent evening and weekend meetings, working overtime as needed.
  • Excellent computer skills.
COMPENSATION:  Salary Range 17 –Exempt (Base $58,093) – Comprehensive medical and hospitalization plan; term life, accident and salary continuation insurances, defined benefit pension plan, plus fringe benefits; participation in unemployment and worker’s compensation and social security.
