Concept Design Team Australian Centre for International Agricultural Research Indonesia

BACKGROUND:
The Australian and Indonesian governments have agreed to a new program of collaborative research and development to strengthen Indonesia’s smallholder-based beef sector and improve the livelihoods of Indonesia’s rural poor. 
 
The program, called IndoBeef, will be financed by the Australian Centre for International Agricultural Research (ACIAR) through the investment of $20 million in overseas development funds over six years, commencing in 2013–14.
 
The first stage of the design process of IndoBeef is to prepare a concept paper that defines the scope and focus, and to guide the subsequent design of IndoBeef by the implementing organisations.
 
ROLE OF THE CONCEPT DESIGN TEAM:
ACIAR is calling for expressions of interest from suitably qualified individuals to participate in the Concept Design Team.  The team, consisting of at least two Indonesian members, will travel in Indonesia in the first three weeks of December 2012 to develop a short concept paper that addresses the issues described in Annex 1.
 
EXPRESSIONS OF INTEREST:
The following selection criteria refer to the Concept Design Team as a whole.  Individuals are requested to submit a short letter (no more than two pages) and a brief CV outlining their demonstrated skills and experience as they relate to these selection criteria.

It is expected that the Concept Design Team members will be independent and not affiliated with research partners who will bid to implement the IndoBeef program.
 
 
SELECTION CRITERIA:
ACIAR will select a team of four, including at least of two Indonesian members, that collectively meets the following selection criteria.  One team member will be appointed to lead the team and be responsible for delivery of the final report.  ACIAR will provide fees at competitive international rates and will cover all costs associated with the team’s task.
 
1.      The team should include at least one member withdemonstrated extensive experience (of at least 10–15 years) in designing agricultural research programs and projects for rural development and poverty alleviation.
 
2.      The team should include at least one member with extensive knowledge of the beef cattle industry and beef cattle research in Indonesia, including domestic and trade policy; value chains and marketing; and cattle health, production and welfare.
 
3.      The team should include at least one member with extensive knowledge of the government and industry institutional context for the beef cattle industry in Indonesia and have a wide range of contacts that can be used by the team.
 
4.      The team should have technical expertise and demonstrated experience relevant to research for rural development and poverty alleviation in:
 
·       cattle health, production and animal welfare
·       cattle value chain development, meat processing and marketing
·       cattle markets, policies and institutions
 
5.      The team should have practical expertise and demonstrated experience relevant to research for rural development and poverty alleviation in:
 
·       capacity building
·       monitoring and evaluation
·       program and project management
 
6.      All members of the team need to be fluent in written and conversational English, with fluency in Indonesian desirable.
 
7.      All members of the team need to be available to travel in Indonesia in the first three weeks of December 2012 and be able to meet as a group with ACIAR before commencement of activities in Indonesia. 

 
Annex 1: IndoBeef Concept Report
The Concept Design Team will deliver to ACIAR, by 31 January 2013, a report of about 20 pages (with annexes if necessary) that has the support of key Indonesian and Australian institutions.  To achieve this, regular consultation and feedback with these key agencies will be needed through the report drafting process.   The report will:
 
1.      Refine the overall goal of the IndoBeef program that was drafted by the first meeting of the IndoBeef Reference Group.
 
2.      Define the specific geographical and beef value chain foci of the program (i.e. specific provinces and districts).
 
3.      Define a value chain footprint that identifies the most important specific areas of focus (or exclusion) along these beef value chains (e.g. input supply, point of slaughter, beef wholesale and retail, value adding).
 
4.      Identify specific technical components of the program, including (i) their key research questions, (ii) relative importance (and budget allocation), and (iii) adoption constraints.
 
5.      Provide direction on the proportional allocation of budget and technical resources to research (applied and basic), scaling-up and adoption, communication and stakeholder engagement, monitoring and evaluation, capacity building, and private sector engagement activities.
 
6.      Identify the desired, achievable outcomes that could reasonably be directly attributable to the program, at a whole-of-program level and within each technical component project.
 
7.      Describe the key performance indicators for the program as a whole and its individual technical component projects. 
 
8.      Identify existing beef R&D and commercial industry activities (in Indonesia and Australia) on which the program could build, integrate with, or seek collaboration. 
 
9.      Propose how relevant Indonesian and Australian beef and agribusiness private sector partnersshould be engaged with or integrated into the IndoBeef program.
 
10.    Describe how the IndoBeef program should deal with non-research constraints to enhancing domestic beef supply chains, such as the need to improve infrastructure, practice and capacity in livestock transport, slaughter and processing.
 
11.    Suggests activities that will provide significant early impacts (within the first 12–18 months of the program) to assist the program building credibility and cementing the identity of the Indobeef program.
 
12.    Identify key risks that might be encountered both at the whole of program level and within technical component projects, assesses their relative importance (both likelihood and consequence), and describes what mitigation measures could be applied.
