Director - Finance and Grants Dhaka, Bangladesh


Position Description:
In co-ordination with the Senior Management Team, the Director- Finance and Grants will be responsible for planning and developing financial and grants management systems, policies, and procedures that are consistent with The Asia Foundation, USAID, and other donor guidelines and policies. S/he provides technical assistance to The Asia Foundation, Bangladesh’s Financial Management Office, and to Foundation grantees.
Responsibilities and Duties:
The responsibilities are include but not limited to:
•Ensure that financial policies and procedures are in accordance with TAF and USAID and other donor rules and regulations.
•Prepare and manage TAF/BG operating and capital budgets
•Tactfully manage budget and actual expenditures against all funding sources.
•Ensure that expenditures are within budgets and in compliance with commitments made in grants and work plans
•Prepare information as needed to provide the Representative and other senior management team members with a financial overview to support cost-effective and timely decision-making.
•Prepare reports and information required by the home office and donors.
•Ensure proper allocation of expenses to all TAF Bangladesh projects.
•Review payroll systems to ensure tax and other withholdings are made accurately in compliance with statutory obligations
•Supervise and train finance and grants unit staff
•Work together with program staff to ensure that budgets/pipeline analysis reflect current BG office plan and possible future funding
•Work closely with program staff on grantee selection and performance monitoring
•Provide relevant training for grantees on financial and grants management issues to maintain financial records, prepare reports, and control budgets. Review grantee financial records, make recommendations on discrepancies, and provide suggestions to refine/update policies and procedures.
•Ensure timely implementation of all audit recommendations.
REQUIREMENTS:
Experience A minimum of eight years of finance and grants management experience in a senior management role with an international development organization is required. Previous experience with USAID funded programs and procedure is highly desirable as is prior work experience in Southern Asia.
Education A minimum of a Master's degree in accounting, commerce, or related field is preferred.
Skills •Adaptability and ability to work closely with international and Bangladeshi counterparts.
•Strong Financial management, accounting, and grants management skills
•Strong computer skills (word processing, spreadsheets and some database management). Good working knowledge of ‘Quickbooks Pro’ is highly desirable.
•A good command of both written and spoken English. Training, facilitation, communication and leadership skills.
•A high level of interpersonal skills.
