Employee & Labor Relations Specialist

Reporting to the Manager of Employee Relations, Policy and Records, this individual contributor position is generally responsible for employee and labor relations functions, to include policy and contract guidance, performance management and coaching, training & development, investigations, and policy and legal compliance.  This position will have an organizational development component.
Employee & Labor Relations Role (75% effort):
Responsible for providing employee and labor relations services for all employees at SLAC, including the interpretation of the Bargaining Unit Agreement and implementation of SLAC and Stanford employee & labor relations policies, processes, and programs.  The incumbent works independently and under the direction of the Employee/Labor Relations Manager, addressing a variety of complex personnel and organizational policy issues.  Confers with management to gain knowledge of specific work situations and climate and develops strategies to insure employees understand changes in policies, procedures, regulations, and technologies.
Organizational Development Role (25% effort):
Responsible for designing and delivering programs that support ongoing organizational changes designed to increase managerial accountability, strengthen employee   knowledge and abilities, improve leadership and maintain the overall health of the laboratory. The incumbent is responsible for delivering training modules to staff reinforcing SLAC's competency model to be used throughout the various directorates.
Specific Responsibilities (Including but not limited to):
  • Provide a range of HR services that support and help drive lab initiatives and operations in the following areas: workforce planning, leadership development, performance management, employee engagement, employee and labor relations, policy review, development, compliance training and HR related process improvements.
  • Communicate and partner closely with lab management and union leadership to gain support and alignment for HR initiatives and changes.
  • Coach all levels of management on all HR matters related to their specific organization.
  • Proactively identify and effectively address employee relations issues and assist managers to identify solutions/alternatives. Handle employee relations issues contributing to a harmonious, respectful work environment including counseling employees, effective resolution of employee issues and grievances, careful compliance with bargaining unit contract, performance and disciplinary issues, dispute handling, counseling, exits and terminations, assessing risk, coaching managers and partnering with legal and HR Campus departments as appropriate.
  • Provide factual and relevant feedback to HR Management when warranted.
  • Investigate basic and complex employee and labor relations issues and initiate appropriate action to address and resolve issues; work in consultation with ER/LR Manager to resolve complex issues; maintain accurate documentation of all investigations.
  • Develop constructive solutions to employee and labor relations issues, while reconciling the needs of the employee, supervisor, work group and/or department; ensure that resolution of issues conforms to relevant Stanford/SLAC policies and procedures and state and federal laws; gain acceptance for recommended course of action.
  • Advise managers and supervisors in applying SLAC and Stanford personnel policies, procedures and practices and in conforming to relevant employment and labor law.
  
Qualifications:• Bachelor's degree in business, psychology, or other related field.
• Several years of relevant experience in Employee Relations or Labor Relations.
• Relevant experience in a union environment, with specific experience in contract language implementation and issue resolution.
• Ability to make sound judgments requiring confidentiality, tact, and diplomacy.
• Demonstrated ability to be accountable for decisions and difficult judgment calls.
• Demonstrated skills in working successfully with all levels of an organization, including senior leadership, union leadership.
• Working and practical knowledge of labor and employment laws.
• Demonstrated experience working and communicating effectively with others; successful track record of establishing credibility and trust with a diverse group, including employees, supervisors, various levels of management and colleagues.
• Excellent analytical and problem-solving skills.
• Excellent presentation skills.
• Demonstrated skills in project management.
• Excellent verbal and written communication skills.
• Knowledge of principles of organizational and employee development.
• Proficiency with computer applications, including Word and Excel; experience using email and the internet.
Desired Skills:• Experience with PeopleSoft HR systems desirable.
