The Government of Mozambique (GoM) has received a Credit from the International Development Association (IDA) toward the cost of the Mozambique eGovernment and Communications Infrastructure Project (MEGCIP) and intends to apply part of the proceeds to contracting of consultancy as Ministry of Transport and Communications Advisor for MEGCIP Project.

The Ministry of Science and Technology (MCT) acting as beneficiary institution now invites individual consultants to express their express of interest for providing these services. Interested consultants must provide information on CV indicating that they are qualified to perform the services.

Consultant will be selected in accordance with the procedures set out in the World Bank's guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006).

SCOPE OF WORK OF MTC Advisor for MEGCIP Project.

The Advisor will be accountable for (i) providing quality advice to MTC on the reforms it wishes to implement, (ii) ensuring – together with the project coordinator - that all MEGCIP project activities are conducted in accordance within the World Bank project guidelines and procedures agreed between World Bank and the Government of Mozambique in an accountable and efficient manner.

The more specific duties and responsibilities include:

1. Providing technical assistance and quality advice to the Ministry of Transport and Communication in telecommunication reforms and sector development;

2. Provide support to MTC on the reforms it wishes to implement, namely to increase access to infrastructure and lower the cost of communications, and others;

3. Anchor its advice on best practices and experience from other countries, and translate these experiences into strategies applicable to Mozambique;

4. Translate this information into usable and actionable strategies and action plans for the policy makers;

5. In close coordination with the MEGCIP project Coordinator ensuring the effective and flexible coordination, management and implementation of the MEGCIP activities in the area of telecommunication;

6. Liaise with all public and private stakeholders involved in the implementation of the MEGCIP activities in the area of telecommunication (to be implemented at MTC and INCM);

7. Ensuring that project beneficiaries are well informed and involved in all project activities;

8. In cooperation with the MEGCIP Project Coordinator and relevant government entities, ensure effective administration and financing of the project, including timely reporting and submission of applications for project counterpart funds;

9. Monitor and evaluate the performance of the project activities in the area of telecommunication;

10. Prepare periodic reports of the performance of MEGCIP activities in the area of telecommunication to the MEGCIP project coordinator and the MEGCIP Steering Committee according to World Bank and the Government of Mozambique regulations;

REQUIRED QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE:

For appointment of this position, the candidate must:

• Have a Bachelors or Honours Degree in computer sciences, engineering, or economics and preferably an advanced university degree (Masters or PhD) in Information and Communication Technologies, policy or economics.
• Have at least five year experience of successfully managing complex telecommunication sector projects and implementing sector reforms.
• Have a solid and demonstrated understanding of telecommunication infrastructure and service projects as well as of regulatory, legal and sector reforms.
• Have strong leadership capacities and a demonstrated record of successful leadership of complex reform processes, preferably with exposure to multi-country experiences and practices.
• Have a demonstrated focus on impact and results.
• Speak Portuguese fluently and have an excellent conduct of English language.
