Planning and Coordination for North East States Project UNAIDS Delhi, India

Applicants for this consultancy assignment need to submit their financial proposal and the justification why they are best suited for this assignment.

I. Summary of the work

•Coordinate implementation of Joint UN Initiatives specifically the Joint UN project in the Northeast states
•Build strategic partnerships and coordinate with civil society organisations and people living with HIV
•Facilitation of knowledge building and knowledge sharing

II. SCOPE OF WORK

1. Ensures management of initiatives implemented by the  UN agencies under the Joint UN initiatives including the Northeast
•Coordinate with institutions/NGOs in preparation of proposals to be financed under the different funding mechanisms and maintain up to date information on project progress, in coordination with other UNAIDS India Office Teams
•Prepare/guide the proposal development  process and budgets as per the work plan for the Northeast
•Prepare background papers and documents for contracting under the different contracting modalities of UNAIDS and support the TL in monitoring financial and technical progress of the NE initiative and reporting to the donor
•Presentation of information/ reports for identification of areas for support and interventions.
•Presentation of thoroughly researched information for formulation of concept notes /project design for different programmes areas;
•Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports.
•Support maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded

2. Provides support in creation of strategic partnerships  focusing on achievement of the following results:
•Work closely with the civil society particularly organisations that are led by the marginalized groups
•Facilitate greater involvement of people living with HIV/AIDS;
•Analyse information on donors, preparation of donor’s profile and database, establishment of contacts with donor counterparts.

3. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing   on achievement of the following results:
•Develop the knowledge platform for knowledge sharing and establishing a repository for the Northeast initiative
•Provide input to drawing up of capacity development strategy, especially with regard to work with the civil society, including networks/organisations  of marginalized communities
•Synthesis of lessons learnt and best practices from projects so as to inform policy advocacy and larger sharing.


III.DELIVERABLES

Monthly deliverables will be agreed with the officer in charge as per the scope above and fee paid on satisfactory completion and acceptance of the deliverables.

c.    Financial update completed

2)    April – June 2013
a.    Quarterly reports from projects submitted
b.    Civil society consultation reports submitted

3)    July- Sep 2013
a.    Knowledge hub established and populated

4)    Oct – Dec 2013
a.    Dissemination meeting on the project held
b.    End of project report prepared and disseminated
