Project Manager Education Norwegian Refugee Council (NRC) Kitgum, Uganda
Duty station:
Kitgum, northern Uganda, with frequent travel (distances are not far).
This a non-family duty station. Kitgum town is usually quiet and
relatively safe, and foreigners can normally move around without
harassment or danger, provided that they respect local cultural
sensibilities. Recreational and social facilities are limited. Basic
accommodation will be provided.
Background:
NRC has worked in Northern Uganda since 1996 providing assistance to the displaced population through food distribution, food security, legal aid and education. NRC’s current strategy is to bridge the gap between humanitarian assistance and long-term development with a gradual phase out of operations and ultimate exit by December 2013. An exit plan has been developed for the country programme, with separate work plans for each programme activity. Some projects have already been phased out, while Food Security and Livelihoods as well as Information Counselling and Legal Aid (ICLA) will be phased out in December 2012. The Education programme will continue to the end of NRCs presence in Uganda. NRC’s Education programme is implementing a three-year education project Rehabilitation of Acholi Youth [RAY] running from 2010 to 2013. The project provides alternative education opportunity to children and young people who could not benefit from the existing formal school system because of war. The project has three sub-components namely, School Infrastructure Development, Youth Education Pack (YEP) and Accelerated Learning Programme (ALP). The School Construction (SC) was phased out in December 2011. The Youth Education Pack (YEP) will continue to the end of 2012. The Accelerated Learning Programme (ALP) will continue until the end of 2013 in accordance with the exit plan developed for the remaining period of the project. ALP targets out-of-school children aged 9 –14 years. The main objective of the programme is to increase access to quality basic education for out-of-school children in the sub-region through the promotion of alternative education models. NRC is now looking for a mature and experienced Project Manager Education who can step into a very unique programme that is phasing out.
Responsibilities:
Administrative & programmatic: Effective implementation of the NRC Uganda education exit plan 2012 / 2013. Project implementation in compliance with agreed core objectives, strategies, outcomes and timelines. Budget and monitor project expenditures in compliance with NRC and donor requirements. Regular field visits to all project sites. Effective liaison with government and implementing partners. Reporting: Compiling reports. Coordinating the conduct of project evaluations and compilation of lessons learnt documentation. Contribute to the further development of overall country exit strategy. Contribute to advocacy related to program me priorities. Personnel: Provide direction, motivation, support and supervision to the Education staff. Assess and address issues of staff retention during the phase out period.
Requirements:
Education Degree - a Master in education is an advantage. Experience in implementing phase-out of program me operations. Proven programme management experience. Experience in administration and personnel management. Understanding public policy and financial planning procedures. Experience working with multi-stakeholder non-formal learning programmes such as ALP an advantage. Good understanding of post-conflict recovery context. Political and cultural sensitivity, knowledge of the socio-economic and political situation in Uganda an asset. Proven communication, interpersonal and leadership skills. Fluency in the English language. Good computer skills. Proven skills and experience in report writing. Holder of a valid international driver’s license.
Timeline & Start Date:
Commencement: October 2012, or as soon as possible. Contract period: 10 months, with possibility for 3 months extension.
