Regional Manager, Asia Ipas Chapel Hill, NC, United States


This management position, based in Chapel Hill, NC, provides operational guidance and oversight for the management, implementation and documentation of Ipas programs in Asia (India, Pakistan, Bangladesh and Nepal).  The Manager is responsible for the bi-annual planning and budget cycle, manages donor proposal and reporting processes and provides oversight of country program implementation through activity and budget tracking.  The Manager is a member of the Asia Regional Support Team (RST), supervises a Program Associate and a Program Coordinator, and reports to the Asia Regional Director.


Responsibilities:
MANAGEMENT AND IMPLEMENTATION:
Responsible for management of the bi-annual planning and budgeting cycle, including support to in-country teams for budgets, work plans, evaluation and reporting of results. Regular monitoring of activities and budgets to ensure country programs are implemented as planned. Collaborate with other Ipas units to ensure that Asia regional and country objectives are met, consistent with organizational priorities and desired results. Manages preparation of donor documents, working closely with in-country staff, and other units in NC . Oversight of operational and office management concerns of country offices including HR, benefits and contracts.

TECHNICAL LEADERSHIP AND ASSISTANCE:
The Regional Manager provides leadership for core project planning and management functions of the Asia RST, including oversight and tracking of country program implementation.  The Manager ensures that annual country workplans and budgets are developed in accordance with the Ipas management cycle and donor requirements. The Manager ensures monthly tracking and review of country-based activities and expenditures by the RST to check achievement against monthly targets and for feedback and discussions with the country team counterparts.

SUPERVISION:

Supervises the North Carolina-based Program Associate and Program Coordinator to manage workload and priorities to ensure optimum support to meet in-country needs;  Provides guidance and supervision to ensure that each team member performs his/her responsibilities toward desired results, and encourages teamwork to meet overall objectives;  Supports team building across RST and in-country.

PROPOSAL DEVELOPMENT AND DONOR REPORTING:
The Manager is responsible for managing preparation of donor documents in accordance with Ipas design write processes and in coordination with country teams and global units as required. Ensures that donor-specific requirements as outlined in grant agreements, contracts, disbursement schedules, project timelines etc. are incorporated into RST plans, and that deadlines are met.

Requirements:
CORE REQUIREMENTS

Advanced degree in relevant discipline with 6+ years relevant experience; OR
Bachelor’s degree with 8+ years of progressive and relevant experience;
Demonstrated planning and program management skills in reproductive health;
Demonstrated budget management skills;
Excellent team building, facilitation and negotiating skills;
Excellent communications and writing skills;
Demonstrated computer competency especially in word processing, budgeting and data base software;
Cross-cultural skills with Asia experience preferred;
Travel up to 25% time to all Asia program countries.
