Project Summary: In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC) in Pakistan, through which it provides verification, monitoring and evaluation services to USAID across the country. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism. 

Position Summary: The Senior Evaluation Specialist works in the Evaluation Unit, whose staff manage and participate in evaluations and special studies according to a well-defined process that engages the client, its implementing partners, beneficiaries and IMEC’s long-term staff and short-term consultants. A person in this position is expected to manage evaluations and studies, which is the primary function of this position, and also lead evaluation and study teams. Qualitative and quantitative research is integral to this work, as is managing relationships, quality and schedules. The Senior Evaluation Specialist reports to the Director of Evaluation and the Senior Evaluation Adviser, and supervises and coaches junior colleagues and consultants or a significant number of activities.

Responsibilities: 
• Conduct evaluations/studies as a team leader.
• Ensure and report regularly on the timely and satisfactory completion of evaluations/studies.
• Develop Statements of Work (SOWs) for evaluations and studies in accordance with the USAID Evaluation Policy, its operational guidelines and MSI standards.
• Develop SOWs for consultants, and work with the Human Resources Unit to identify, interview and select suitable short-term team members.
• Whenever required as part of an evaluation/study, develop SOWs for outsourcing sample surveys and qualitative research, and supervise the satisfactory completion of such surveys and research.
• Other duties, as necessary and requested by the Director of Evaluation, Senior Advisor of Evaluation or Chief of Party.
Qualifications: 
• Master’s degree in economics, statistics, business or public administration, public policy or the social sciences. Exceptional candidates with other degrees will also be considered;
• At least 9 years of diverse experience in the field of development, including socio-economic research and/or monitoring and evaluation (M&E) in donor-assisted projects;
• Demonstrated team leadership and management ability;
• Superior analytical and communication skills;
• Knowledge of quantitative and/or qualitative research methods.
