Project/Proposal Summary: 
Women in Transition (WIT) will invest in opportunities that enable educated women to enter and advance into decision making positions in Afghanistan’s public, private and civil society sectors. For young women with at least a high school education, WIT will provide access to advanced professional development opportunities through four specific practice areas under the WIT umbrella: 1) Women in the Economy, 2) Women’s Rights Groups and Coalitions, 3) Women in Government, and 4) Women’s Leadership Development. This is a five year project based in Kabul, Afghanistan. 
Position Summary: 
The Chief of Party (COP) will oversee the management of all aspects of this $260 million program. The COP will have ultimate responsibility for all programmatic and operational functions, including results delivery under each of the program components, financial and human resource management, security, results-based reporting, representation with government and other stakeholders, and donor relations. 

Responsibilities: 
• Represent MSI and WIT with USG, USAID and all national and international partners, including through strategic media communications, in full compliance with USG/USAID guidance;
• Manage USG funds in full compliance with USG/USAID rules and regulations;
• Oversee and ensure timely implementation of all component activities, in full consultation with USG/USAID, and adapting the program as required;
• Oversee selection and management of all staff, consultants, sub-contractors and grantees;
• Ensure robust results-based monitoring and evaluation of all program activities; 
• Ensure timely and high-quality donor reporting on all program activities and results;
• Lead all senior management processes and decision-making.

Qualifications: 
• Prior COP or similar experience on programs of a similar size, especially related to women’s economic participation, rights, and leadership in public and private sectors;
• Demonstrated outstanding program, personnel, and finance management skills; 
• Extensive experience managing USAID programs at a senior level;
• Experience in Afghanistan or other conflict-affected and/or Islamic contexts;
• Master’s or higher degree in a relevant field, or equivalent experience;
• Ability to live in Kabul and travel within the country;
• Outstanding spoken and written communication skills in English.
