Post title: Senior Programme Manager - Vaccines Location : Geneva Purpose of the post: Coordinate the roll out of measles, measles-rubella and /or other vaccines in GAVI portfolio
Team: Accelerated Vaccine Introduction (AVI) Reports to: Director of Accelerated Vaccine Introduction N° of posts supervised: (if applicable) NA Career step level: 4
Key results expected: • Ensure efficient introduction and roll-out of measles and measles-rubella vaccines within the Accelerated Vaccine Initiative (AVI), and in line with the business plan and GAVI Board decisions; • Facilitate well-coordinated involvement and consultation with multiple stakeholders working on measles and measles-rubella vaccines, including with the Measles-Rubella Initiative.
Main duties/ Responsibilities: • Responsible for managing the accelerated vaccine roll out in its assigned product area, including: • Developing a work plan and conducting cross team meetings with relevant experts and stakeholders from the secretariat (programme delivery, finance, policy and performance), as well as WHO, UNICEF Programme Division, UNICEF Supply Division, donors and others; • Managing the activities necessary for successful and timely introductions in countries according to the approved proposals; • Monitoring decision letters, introduction dates, product choice, country readiness status (pre-launch), real time vaccine utilization in country (post- launch activities including surveillance/coverage estimates), vaccine presentation specific supply status; • Developing and update procedures and reporting tools (e.g. country readiness dashboard) to ‘systemize’ vaccine roll out to establish a platform for well-coordinated vaccine introductions.
• Serve as the focal point, product champion and disease area ‘expert’ in its assigned product area to internal (e.g. external relations) and external stakeholders (e.g. donors) to provide: • Regular reporting on actual vaccine roll out status against plan for key governance meetings and on request by specific stakeholders when required; • Vaccine specific information including: product presentations, efficacy, safety, current suppliers, price points (in collaboration with market shaping), and evolution of demand; • Disease area high level information such as burden of disease, vaccine cost effectiveness data other treatment options, latest publications; • Liaise with media & communication; providing vaccine specific information and around specific media events, and in supporting standard and ‘back-pocket’ Q&A; as well as provide and coordinate input during crisis communications (i.e. recall/WHO prequalification de-listings, safety alerts).
• Manage new knowledge and follow key issues with regards to vaccine products, measles and rubella; • Manage programme related grants; • Understand current supply situation liaise with market shaping unit. Note: The essential functions listed in this section are not limited only to the tasks listed and may include other duties as assigned.
Qualifications Academic: Advanced University degree in public health, medicine or related field.
Work Experience: • Minimum 7 years of work experience in a management position; • Strong program and / or product launch experience at country, regional or global level in health related field; • Relevant disease area knowledge; • Large complex project management experience, project management methodology; • Experience working with ministries of health, multilateral organisations such as WHO, UNICEF, World Bank, and the private sector (e.g. pharmaceutical companies); • Work experience in developing world settings (field experience advantageous) and understanding of health systems in Africa, Asia and Latin America.
Skills/Competencies: • Excellent analytical and writing skills; • Product Lifecycle Management knowledge including R&D, clinical trials, registration, post marketing surveillance and introductions; • Experience advising senior leaders on public health and development issues; • Ability to influence and engender trust and cooperation with GAVI Alliance partners; • Strong knowledge of global health and development in general and vaccines, infectious disease, and reproductive health in specific; • Ability to work under pressure in fast-paced environment; • Excellent interpersonal and networking skills in international environments; • Strong representational , management and communications skills; • High level computer skills, including office applications (Microsoft Project, PowerPoint and Excel); • Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organization; • Tact and discretion. Languages: • Written and spoken Fluency in English; • Another European language would be an asset.
