SPC invites applications for the position of Team Leader, Improving Key Services to Agriculture Fiji Project, in its Land Resources Division located in Fiji.

SPC is the Pacific Island region’s principal technical and scientific organisation. Land Resources Division: 

The Division provides advice, technical assistance, research and training support to Pacific Island countries and territories on all aspects of agriculture and forestry. This includes: plant protection; conservation; plant genetic resources; animal health and production; agro forestry; biosecurity and trade facilitation and sustainable systems for agriculture, forestry and land management. This work has three objectives: improved food and nutritional security; integrated and sustainable agricultural and forestry resource management and development; and improved and increased trade in agriculture and forestry products. The division’s services are provided through seven technical / thematic teams: Animal Health and Production; Plant Health; Biosecurity and Trade Facilitation; Forest and Agriculture Diversification; Crop Production; Genetic Resources; and Forest and Trees. It currently has around 90 staff.

Improving Key Services to Agriculture Fiji Project (IKSTA): 

Funded by the European Union and based in Lautoka, Fiji, the aim of the project is to help cushion the economic and social impacts of the restructuring of the Fiji sugar sector. It will develop new opportunities in horticultural and sugar markets, through research and the provision of assistance to farmers to diversify into horticultural crops through improved access to agricultural inputs and extension. It will also facilitate the strengthening of farmers’ associations and private sector partnerships, and support the horticulture/food crops value chain to enhance supply capacity and replicate and strengthen the operations of fair trade associations. Where possible achievements delivered through the project will be shared with other Pacific Island countries and territories.

The role:

This newly created position based in Lautoka, Fiji, is accountable to the Coordinator of the Land Management and Resource Policy Support Team based in Suva. The role is responsible for providing coordinated technical advice and project support to assist in implementing new horticultural export and import substitution opportunities identified in the Fiji Sugar National Adaptation Strategy; improving key support services to farmers in cane-belt areas; developing quality control and marketing strategies aimed at high-value domestic and external markets; and strengthening capacity in fair-trade associations to provide enhanced services to farmers. The appointment is for three years, renewable subject to performance and funding availability.

The profile:

SPC seeks a proactive team player with a sound understanding and knowledge of the Fiji sugar industry and experience in capacity building programme/project development, management and reporting. Attributes will include strong analytical and technical advisory skills, excellent interpersonal and communication skills, and the ability to work collaboratively across SPC and with diverse stakeholders.

Key result areas:

The successful applicant must be able to demonstrate strong ability, and/or potential to progress, in the following four key result areas:

1. Project management and development 

Coordinate project activities and resources to ensure project outcomes are delivered on time and to budget; develop annual work plans and budgets; recruit, train, lead and manage a local project team to deliver high quality service and support; coordinate meetings with the Project Steering Committee, Technical Advisory Groups and key agriculture and forestry sector partners and stakeholders to develop integrated project strategies and responses; proactively develop new opportunities to enhance project deliverables, including identifying and attracting new sources of funding; and provide accurate and timely progress reports.

2. Technical advice and support 

Lead and manage the provision of high quality technical advice and support; manage the implementation of biophysical assessment of target areas for suitability for growing priority import substitution and export promotion crops; facilitate the enhancement of seed and seedling production capacity for selected crops and links between public and private sector seedling gardens; oversee the development of a private sector-led extension programme to provide access for farmers to production technology and quality information to increase market supply; manage the provision of equipment to private sector partners and coordinate technical advisory services through the establishment of a network of Growers Technology Groups, with the support of the Fiji Cane Producers Association, to assist members in providing coordinated advice to growers.

3. Capacity building 

Coordinate project resources and stakeholder partners to actively develop an integrated approach to capacity building, including developing capacity building programmes for farmers and fair trade; and encourage industry collaboration including through the Pacific Agriculture and Forestry Policy Network to promote the sustainable management of agriculture, forestry and agroforestry systems.

4. Develop and maintain strategic relationships and partnerships 

Maintain collaborative working relationships across SPC; develop and maintain links with project partners, donor agencies and agriculture and forest stakeholders, including government and non-government agencies, farmers, private sector partners, universities and training institutions, to ensure the timely and effective delivery of project outputs for the benefit of the region.

Key selection criteria : candidates will be assessed against the following eight key selection criteria.

1. Project Management – Demonstrated ability to coordinate and motivate others, and mobilise and manage resources in a complex environment.
2. Innovation and analytical skills – Able to generate new approaches; develop and support original solutions, based on sound analysis.
3. Results oriented problem solver – Able to develop solutions to deliver tangible results for SPC, its members and other stakeholders.
4. Influencing and relationship building skills – Able to influence and guide others to achieve common goals; demonstrate strong communication, advocacy and interpersonal skills; contribute to building productive team relationships and partnerships across the organisation and with its stakeholders.
5. Qualifications – Degree in a field relevant to policy, planning and management in the agriculture and/or forestry sectors, with a post-graduate qualification in a related field being an advantage.
6. Technical expertise – Sound understanding and knowledge of the Fiji sugar industry; experience in capacity building programme/project development, management and reporting; sound communication, presentation, policy and report writing skills in English; and excellent computer skills. Knowledge of sustainable development strategies related to the Fiji sugar industry; familiarity with trade policy and bio-security; and knowledge of European Union donor processes would be advantageous.
7. Language skills – Proficiency in English, with a working knowledge of French being an advantage.
8. Cultural awareness – Cultural sensitivity and demonstrated understanding of developing countries, in particular Pacific Island countries and territories being an advantage.

Remuneration:

The Team Leader Improving Key Services to Agriculture Fiji Project (IKSTA) is a Band 9 position within SPC’s 2012 salary scale, with a salary range of 1,896-2,844 SDR (Special Drawing Rights) per month, which currently converts to approximately FJD 5,100–7,700 (USD 2,800-4,300; € 2,200-3,300). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. While SPC remuneration is not subject to income tax in Fiji at the present time, this status is currently under review by the Government of Fiji. Any change in this status will apply to Fiji nationals.

Benefits:

SPC provides a housing allowance of FJD 1,170–2,625 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical insurance and education allowances are available for eligible employees and their recognised dependents. Employees are entitled to: 25 days annual leave and 30 days sick leave per annum; life insurance; and access to SPC’s Provident Fund (contributing 8% of salary to which SPC adds a matching contribution).
