In
Qatar, FHI 360 is supporting the start up of a global program to
achieve Millennium Development Goal 2 (MDG 2): “. . . . to ensure that,
by 2015, children everywhere, boys and girls alike, will be able to
complete a full course of primary schooling.” The program addresses the
challenge of reaching children who are not enrolled in school in certain
very difficult environments: countries in conflict and crisis;
impoverished rural areas; and marginal communities in large urban
areas. FHI 360 provides a team of technical experts to support the
program.
We seek qualified candidates for the position of Technical Advisor II for the Middle East and North Africa based in Qatar.
Position Description:
Reporting
to the Senior Technical Advisor/Team Leader, the Technical Advisor II
for the Middle East and North Africa will bring in-depth knowledge of
the challenges of addressing the needs of children out of school in the
very different countries and contexts of this region. The Technical
Advisor will be responsible for identifying and overseeing programs and
partners in the region and advising on the implementation of large
grant-funded programs. Position to be filled immediately.
Job Responsibilities:
- Provides technical leadership in the design, development, planning, implementation, and capacity building of effective education programs to address the needs of out-of-school children in the countries of the Middle East and North Africa.
- Participates in resource development activities.
- Maintains a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners.
- Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs.
- Provides broad global technical leadership to multiple components for moderate to complex programs.
- Contributes to planning and making recommendations for the program’s overall concept, operations, and/or implementation.
- Reviews and assesses the effectiveness of program activities and makes recommendations for improvement.
Minimum Requirements:
- Master’s degree or international equivalent in Education or related field; PhD preferred.
- At least 8-10 years’ relevant experience in providing technical assistance to large education development programs.
- Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
- Demonstrated success in creating collaborative relationships with ministries of education, donors, and non-governmental organizations.
- Excellent written and verbal communication skills in English and fluency in Arabic required.
- Advanced knowledge of challenges and strategies related to out-of-school children.
- Demonstrated long-term experience in the Middle East and Arabic-speaking Africa.
