University of Central Asia Development and Donor Relations Officer

GENERAL INFORMATION UCA is a secular, not for profit and self-governing educational institution established through an International Treaty signed and ratified by the governments of Kazakhstan, the Kyrgyz Republic and Tajikistan, and His Highness the Aga Khan as the world’s first internationally chartered institution of higher education and registered with the UN.

THE POSITION Guided by the Head of Unit, the Development and Donor Relations Officer will be responsible for facilitating UCA development and ensuring effective donor relations. This includes building and maintaining donor relations, identifying and pursuing new funding opportunities, proposal development and providing grant management support (with a particular emphasis on quality assurance) to UCA’s programmes. The Development and Donor Relations Officer will be based in Bishkek with frequent travel. The Officer will work in close collaboration with other UCA units and AKDN sister agencies.

MAIN DUTIES AND RESPONSIBILITIES
▪ Develop partnerships with donors, identify donor priorities and analyse match with UCA objectives; ▪ Provide support to programme staff to develop proposals and to implement the resource mobilization strategy for his / her respective programme area; ▪ Facilitate reporting to donors and ensure that high-quality progress reports, implementation plans and budgets are submitted on time, in coordination with Programme and Finance staff; ▪ Support outreach and media coverage, in coordination with Communications; ▪ Identify gaps in policies and operational procedures as well as bottlenecks that hinder field implementation and achievement of programme goals and donor commitments, and recommend solutions to these issues; ▪ Facilitate donor and other stakeholder visits and events; ▪ Identify reports and research relevant to UCA and disseminate to relevant staff; ▪ Provide briefings on UCA resource mobilization, donor relations, grants management and related activities; ▪ Generate concept notes and proposals to be submitted to donors; liaise with sister AKDN agencies to develop areas for partnership and collaboration; ▪ Support internal and external knowledge and information management and networking on issues relevant to UCA; ▪ Represent UCA at meetings, workshops and conferences as necessary; ▪ Perform other duties as may be assigned by the Head of DDR.

REQUIRED QUALIFICATIONS AND EXPERIENCE
▪ Advanced university degree in relevant field; ▪ Excellent language skills (written and oral) in English; Russian is desirable ▪ Minimum 3 years of relevant work experience, preferably in Central Asia; ▪ Strong analytic and organizational skills; ability to multi-task and manage multiple deadlines ▪ Grant writing and management experience, including financial and programmatic reporting, budgeting, implementation planning, and monitoring and evaluation ▪ Excellent communications and networking skills; ▪ Excellent computer skills, proficiency Microsoft Office (Word, Excel, PowerPoint)
