WFP Programme and Communications Consultant, Readiness Initiative

The World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill a consultancy position of Programme and Communications Consultant, Readiness Initiative. The position will be based in the organization’s Emergency Preparedness and Response Branch at Headquarters in Rome, Italy for a contract period of 1 – 2 months, with a possibility of extension. The selected candidate may be required to undertake extensive travel.
The objective of the Readiness Initiative is to enhance the speed, relevance, and coherence of emergency response, primarily through the use of disaster management exercises (also called simulations). Project activities will include country level simulations, using actual contingency plans for both members of the humanitarian community and the government.
  • The Consultant will be responsible for the following key duties:
  • Assist the design, development and implementation of simulations at governmental and Interagency levels;
  • Add context from previous response and programmatic experience;
  • Conduct research and facilitate the development of scenarios;
  • Take part in authoring, editing and quality checking of documentation;
  • Develop and deliver presentations and briefings;
  • Assist facilitation as part of the simulation implementation;
  • Design, produce, and deliver Readiness Initiative multimedia material;
  • Assist debriefing and capturing lessons;
  • Following up upon simulation identified actions;
  • Establish and maintain contact with workshop participants;
  • Liaise and maintain relationships with government NDMO officials;
  • Perform other duties as related.
Qualifications & Experience Required
Education:
  • University degree in social sciences, development studies or other humanitarian related fields;
  • An appropriate mix of vocational training and professional experience may be an acceptable alternative.
Experience & Technical Knowledge:
  • At least 4 years of progressively responsible professional experience in disaster management/ coordination, development projects, emergency assistance, programme analysis, training and development or logistics;
  • Experience of participating in or facilitating humanitarian simulations;
  • Work experience with a broad range of humanitarian actors is desirable;
  • Familiarity with the international humanitarian system;
  • Knowledge of basic desktop multimedia programmes.
Competencies:
  • Strong writing, editing and communication skills including ability to write clear and concise reports;
  • High degree of independent, mature judgement and initiative;
  • Ability to establish priorities and manage multiple tasks;
  • Ability to maintain relations with a range of actors from different national and cultural backgrounds, including Government officials, UN agencies, local organizations, NGOs and the private sector;
  • Ability to work harmoniously with people of different national and cultural backgrounds.
Language:
  • Working knowledge (proficiency/level C) of English;
  • Proficiency in French is highly desirable.
