Finance and Administration Director, Transformational Leadership Program
IREX seeks a Finance and Administration Director for a USAID-funded Transformational Leadership Program in Kosovo. The purpose of this program is to enhance human capital by developing a cadre of skilled professionals and improving the capacity of the Kosovo higher education system. This will be accomplished through coordinated scholarships, internships and university and other institutional partnerships and through the improved capacity of the Kosovo higher education system. The goal is lasting impact on Kosovo’s socio-economic development.
The position is contingent on funding.

Duties & Responsibilities
- Develop and manage financial and grants functions, including budgeting, procurement and grant-making
- Communicate regularly with a wide range of sub grantees, providing monitoring and coaching
- Negotiate agreements with sub-grantees and subcontractors, and provide financial managing and monitoring of agreements
- Provide finance support to grantees
- Monitor grantees and provide required reporting
- Ensure full compliance with all USAID, IREX and Government of Kosovo regulations
- Manage budget tracking and reporting
- Liaise with IREX home office financial, compliance and field operations teams
Qualifications
- Minimum of 7 years’ experience working on financial and grants management of donor-funded development programs at a senior level
- Experience with USAID programs strongly preferred
- Demonstrated experience and skill with budget preparation and analysis, financial reporting, and the proven ability to translate technical financial data into informative reports
- Operational knowledge of USAID regulations including FAR and ADS concerning financial management and reporting, subcontracting, and procurement
- Demonstrated ability to work with host government and cooperating partners in implementing a complex project in the field under challenging circumstances
- Full understanding of Government of Kosovo laws and regulations applicable to donor programs
- Skilled in managing and compiling financial data for reporting and ensuring compliance with all donor requirements
- Excellent computer skills as they relate to financial management
- Strong organizational skills and excellent interpersonal and team work skills
- Fluency in English, Albanian and Serbian strongly preferred
