Higher Education System Expert, Transformational Leadership Program
IREX seeks a Higher Education System Expert for a USAID-funded Transformational Leadership Program in Kosovo. The purpose of this program is to enhance human capital by developing a cadre of skilled professionals and improving the capacity of the Kosovo higher education system. This will be accomplished through coordinated scholarships, internships and university and other institutional partnerships and through the improved capacity of the Kosovo higher education system. The goal is lasting impact on Kosovo’s socio-economic development.
The position is contingent on funding.
Duties & Responsibilities
- Serve as a liaison between stakeholders within the Office of the Rector at the University of Pristina and the Transformational Leadership Program, other government counterparts, and the private sector to support reform at the University of Pristina.
- Develop and implement programs to strengthen administration and management at the University of Pristina.
- Develop, cultivate, and support relationships with U.S. institutions and institutions in Europe to support faculty and administrator exchange and mentorship.
- Develop and implement capacity building programs to support faculty in improving instructional methodology, curriculum, and learning assessments.
- Develop and implement programs to improve relations between students and faculty.
Qualifications
- Master’s degree in Public Policy, Public Administration, Higher Education, Education Administration, or related field, PhD preferred.
- 10 years of experience working in an environment related to higher education policy, advocacy, and system reform.
- Strong relationships with private sector, industry associations, universities, and higher education government counterparts.
- Demonstrated track record working with higher education faculty and administrators and developing and implementing capacity building for faculty.
- In-depth knowledge of the Kosovo higher education system.
- Excellent convening ability, management, communication, negotiation, diplomacy, and interpersonal skills.
- Understanding of and experience with the Bologna process.
- Fluency in Albanian and Serbian strongly preferred; fluency in English required.
