FOR INTERNATIONAL DEAF TRAINER 2nd TRAINING COURSE FOR DEAF LEADERS/TRAINERS ON FACILITATION/TRAINING SKILLS
Training course on facilitation/training skills for deaf leaders/trainers (second course)

Title: INTERNATIONAL DEAF TRAINER

I. BACKGROUND

The Intergenerational Deaf Education Outreach Project is being implemented by World Concern Development Organization in cooperation with the Ministry of Education and Training (MOET) in the four provinces of Hanoi, Thai Nguyen, Quang Binh and Ho Chi Minh City. The overall objectives of the project is to assist young deaf children to integrate into mainstream society, by piloting an innovative joint family and institution-based delivery system comprising screening, family support, and preschool services. This project is set to run until August 2015.
The project has three main components of intervention:
(1) Demonstrating (joint family-institution pre-school education for deaf children, and essential knowledge base)
(2) Developing professional human resources for pre-school deaf education
(3) Building capacity and partnerships for the deaf communities and raising awareness for general public

This activity is under Component 3 (C3) that focuses on creating partnership between deaf communities, families, and educators, and enables deaf organizations to effectively handle key activities related to expanding participation in supporting deaf children's life opportunities. Through this component, the capacity and motivation of deaf people to contribute to human and social development in Vietnam will be demonstrated. Furthermore, the nascent deaf organizations will gain valuable lessons and experience in program development and operations, which will serve them well as they seek to establish a national association of deaf people.

After the first training in July 2012, deaf leaders gained knowledge and understanding about them as a person and a leader for their association/club; Deaf leaders learnt on how initiate, develop, draft and plan in one year strategic action plan for their organizations. Deaf leaders learnt on how to build partnerships outside of their organizations to strengthen its network capacity. Deaf leaders learnt on how to collaborate with other Deaf organizations/clubs to establish a national association for the Deaf in Viet Nam.
To be continuing to build capacity for local deaf leaders and trainers; the project is looking for an international deaf trainer with knowledge and skills on organizational management and facilitation/training skills in order to conduct second course in August 2013.

II. TRAINING OBJECTIVES

- 24 deaf leaders/trainers will be equipped in knowledge and facilitation/training skills;
- 24 deaf leaders/trainers will participate in project activities such as organizing 1) Training for deaf club members; 2) Family Fund days, 3) Sign language training for parents of deaf children; 4) Meetings and raising community awareness.

III. PARTICIPANTS

• 24 deaf persons from 4 project province: Hanoi, Thai Nguyen, Quang Binh and Ho Chi Minh cities of Vietnam
• 01 deaf International trainer
• 01 Int’l Sign language interpreter

V. TRAINING CONTENTS AND METHODS
- Medium of Instruction: American or Vietnamese Sign Language
- Training content:
1. Working with local partners/authorities and policy makers; organizational management.
2. Activities on applying trained skills to prepare training outline on Group management for clubs of the deaf.
3. Process of preparation steps for training/workshop outline and power point presentation; 2) Organize/facilitate a training/workshop
- The training course requires trainer using the participatory approaches, create visual aids with suitable illustrations to demonstrate concepts and ideas, use role-play method with interaction to help learners gain knowledge and skills effectively, create a friendly learning environment to evoke deaf participants to participate in the learning process.

VI. TASKS OF TRAINER
- Work closely with IDEO coordinator (C3) to develop training outline and plan;
- Prepare contents and agenda for the training course;
- Prepare training materials and handouts;
- Develop pre-test and post-test to assess learners’ capacities and results;
- Use assessment methods to further improve the training course content and plan;
- Create training evaluation forms and summary;
- Write training reports with recommendations for the next course;
- Discuss with IDEO coordinator when occur any issue and provide solution as needed.

VII. EXPECTED OUTCOMES
By the end of the training, 24 participants will be able to:
- Prepare for training/workshop outline and power point presentation;
- Organize roll out training for deaf members of their Clubs and other deaf clubs;
- Organize Family Fund days, train sign language for parents of deaf children community awareness programs according to the project action plan;
International trainer will provide:
- Training outlines (agenda, content, and method).
- Training materials (reading document for trainees), handouts, evaluation and report.

VIII. TRAINER’S QUALIFICATION AND COMPETENCIES

• A deaf leaders from Asia or European;
• At least a university graduate
• Highly proficient in education, social sciences or any related discipline with experiences in developing Deaf organization;
• At least 3 years experience of being a deaf leader and have good management skills;
• Good experiences in training of deaf trainers;
• Substantial involvement with deaf communities and have motivation of supporting deaf communities, preferably in developing countries;
• High level of fluency in one or more natural sign languages American sign language (ASL) and or universal Sign language
• Demonstrated capacity to organize and manage training/workshops, focused group discussions and meetings for deaf adults;
• Demonstrated capacity to work effectively in a team, manage a range of tasks and work pro-actively;
• Competent report writing skills in English language.
