Summary of Position

IREX seeks a data analytics and information lead to support data and information management and the planning and execution of strategies for collecting, processing and archiving large structured and unstructured datasets related to documentation efforts for the Syrian Justice & Accountability Centre (SJAC). The lead will use his/her expertise to acquire, organize, and analyze data on human rights issues in Syria, oversee and manage a data projects, and produce reports on the results of the data analysis.

Summary of Responsibilities:

Information Management

· Build the center’s strategy to manage internal and external information.

· Plan for regular and irregular information projects and procedures.

· Develop the center’s Information Policies in support of documentation efforts.

· Implement and coordinate Information projects with other teams.

Data Acquisition

· In collaboration with others, develop and maintain the SJAC data workflow, support and implement data collection systems and strategies to optimize data volume, quality, and statistical efficiency

· Assist with acquiring and abstracting primary or secondary data from existing internal or external sources if needed

· Identify problematic areas and gaps in datasets and develop solutions to correct issues

· Perform data processing, cleaning, and analysis using various tools.

Data Projects Management

· Support the documentation team towards the timely and accurate implementation of data pilots and projects.

· Liaise with database developer to ensure that necessary database infrastructure issues are addressed in a timely manner

· Support technology team in the ETL/ELT procedures

· Coordinate with the technology team to develop required data tools.

Data Analysis, Research and Reporting

· Apply advanced algorithms and quantitative techniques on the datasets for analysis purposes to support the human-based analysis and processing of the data.

· Develop relevant graphs, reports, maps, and presentations of project results as needed

· Identify, analyze, and interpret trends or patterns in complex data sets

· Perform basic statistical analyses for projects and reports

· Generate routine and ad hoc reports

· Any other tasks assigned by the SJAC or IREX staff

Skills and Qualifications:

· Bachelor’s degree in Information Management, Computer Science, Mathematics, Statistics, or related field. Significant work experience with complex data sets may be acceptable in lieu of formal degree in these areas

· Previous data analysis experience.

· Good knowledge of programing and scripting languages like Python, Bash and Java.

· Good knowledge of working with different data types such as JSON, XML, Tab delimited etc.

· Strong knowledge of SQL/PLSQL.

· Strong knowledge of ETL techniques and tools.

· Knowledgeable in statistics and statistical analysis.

· Knowledge of Analysis and visualization tools such as R and Gephi is a plus.

· Proficient in MS Word, Excel, Access, and PowerPoint, as well as statistical software

· Experience in data mining and data collection techniques and procedures

· Strong work ethic, commitment to accuracy, and ability to handle confidential information

· Ability to function professionally and effectively in verbal and written English and Arabic

Languages:

· Advanced Arabic skills are required (reading and writing).
