The IRCT is a health-based umbrella organisation that supports the rehabilitation of torture victims and the prevention of torture worldwide.
Our members comprise more than 140 independent organisations in over 70 countries. Our work is governed by these member organisations. Today, we are the largest membership-based civil society organisation to work in the field of torture rehabilitation and prevention.
The IRCT is looking for a European Affairs Officer for our Brussels Liaison Office to contribute to the furtherance of our strategic plan in relation to EU institutions.
About the job
As a European Affairs Officer, you work closely with the Head of European Affairs Office as well as with your colleagues in the IRCT office in Copenhagen. You will be responsible for tasks within the following main areas:
EU Compliance
- Ensure compliance with EU regulations in relation to project applications, calls for projects, implementation and reporting from the IRCT to EU institutions;
- Mobilise EU support for IRCT projects and initiatives;
- Monitor and report on relevant EU policy and funding opportunities in relation to the rehabilitation of torture victims;
- Participate in the Human Rights & Democracy Network (HRDN) and other relevant networks to represent and promote IRCT approaches and agendas;
- Support IRCT members in relation to their collaboration with EU institutions, as well as in relation to project applications and implementation of EU institution projects.
EU Advocacy
- Advocate towards EU institutions for an increased consideration of torture related issues in EU internal and external policy;
- Develop and implement advocacy strategies in coordination with IRCT team and member centres in order to enhance a victim centred approach in the fight against torture, notably by EU institutions, EU Member States and international institutions;
- Develop documents for advocacy and/or fundraising purpose.
European Affairs Office
- Contribute to the planning and implementation of task and activities pertaining to the European Affairs office as delegated by the Head of European Affairs Office.
About you
You hold a Master’s degree within a relevant field – for example within Human Rights, law, international development or related area and you have at least five years’ working experience within the Human Rights field. It is important that you know how to work with EU funding and project cycle management from application to implementation and final reporting. You must have experience from working with advocacy in EU institutions, and you have applied your knowledge about the EU policymaking processes in the preparation of material for advocacy purposes – briefings, reports, positions papers etc.
The tasks of the European Affairs Officer are varied and you get to work with a broad range of stakeholders and collaboration partners. Therefore, it is paramount that you have excellent interpersonal skills and can plan, analyse, prioritise and perform your work – also when deadlines are tight.
You work closely with the Head of European Office and your colleagues in Copenhagen and therefore you must be a good team player but at the same time, as the team is small, be able to work independently and flexibly. The ability to work in a diverse and multi-cultural environment is important in order to succeed in the role.
As European Affairs Officer for the IRCT, you must be fluent in written and spoken English and French. Knowledge of other European languages is an asset. The position involves some travel to our office in Copenhagen and to other destinations to represent the IRCT in relevant events and meetings.
Terms & Conditions
The position is full time (38 hours per week) and based in Brussels, Belgium. You will be hired under a one-year contract under Belgian legislation with a three months trial period. After one year, the post may be extended into a permanent position, depending on funding and performance. Relevant candidates should hold a valid work permit for Belgium or citizenship of an EU Member State that requires no work permit in Belgium. We expect the position to be filled as soon as possible.
