Field of activity
For some time now, the Inland Revenue Department (IRD) of Nepal has been implementing reforms and has made significant progress in modernising public administration, particularly in the area of information and communication technology (ICT). The direct and indirect costs of complying with tax legislation (compliance costs) have been reduced, particularly for large taxpayers. However, the cost of preparing tax returns and paying taxes remains high for small and medium-sized taxpayers. The low compliance rate among companies and citizens and the continued high level of economic activity in the informal sector indicate that companies and citizens are not properly fulfilling their tax obligations. The GIZ project supports IRD in implementing its reform plan, with the objective of enhancing IRD’s ability to collect state revenue in a transparent and efficient manner.  The project focuses on three fields of activity:
  • Improving management capacities at IRD’s head office
  • Improving the relationship between IRD and taxpayers (SMEs) (transparency and accountability)
  • Consolidating IRD’s ICT system, and networking with other ministries and their subordinate authorities.

Your tasks
  • Representing the project in steering committees and vis-à-vis third parties
  • Coordinating with other development cooperation measures (especially GIZ’s Inclusive Development of the Economy programme) and other donors on site
  • Providing technical and strategic advice for managers at IRD on the introduction of international standards in IRD’s organisational structure and procedures, with particular emphasis on VAT administration and the needs of SMEs
  • Coordinating cooperation with representatives of the private sector, with a view to improving the relationship between IRD and taxpayers
  • Providing process and technical advice to enhance monitoring and evaluation, and to improve the management capacities of Head Office
  • Identifying and implementing corporate policy objectives
  • Managing external advisor assignments
  • Managing a very senior national expert (and indirectly managing three other employees)
  • Financial management, internal monitoring and knowledge management, reporting to the commissioning party

Your profile
  • A degree in economics, administrative sciences, business, political science and/or law
  • Experience working in a tax  administration and/or the Ministry of Finance and/or experience in advising tax administrations and/or Ministry of Finance in developing and transition countries
  • Comprehensive knowledge of international standards for the reform of tax administrations (concept of role-based, segmented tax administration; risk-oriented administrative procedures, strategies for preventing VAT fraud)
  • Experience of organisational advisory services and institutional development in the field of development cooperation
  • Strong advisory, communication and management skills
  • Management experience in an international/intercultural environment
  • Strong sense of cultural sensitivity
  • A high frustration threshold
  • The ability to deal with high-ranking political decision-makers, and build networks and alliances
  • Business fluency in English
