Project Summary: **
The Monitoring & Evaluation Support Program (MESP) will provide evaluation assistance, M&E training and support, and strategic communications assistance to the USAID Mission in Jordan as well as local implementing partners. The program will enable the Mission to fulfill its performance monitoring, evaluation, reporting, and information sharing as mandated by Agency guidance.
Position Summary:
The Chief of Party (CoP) will oversee the technical, staffing and financial management aspects of MESP, and serve as the point of contact with USAID officials in Amman, Jordan, and MSI leadership in Washington, D.C. The position will require experience in both management and technical fields, with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills. The position will last through the end of the project in December 2018 and is based in Amman.
Responsibilities:
  • With a strong senior M&E Specialist in place focused on evaluation, the COP will oversee the performance monitoring aspects of the technical work and the administrative aspects of the program and supervise the administrative staff
  • Coordinate and be ultimately responsible for all data collection, monitoring, report generation, evaluation and related tasks.
  • Recruit and supervise short-term U.S., third country, and local experts for evaluations and monitoring.
  • Represent MSI in meetings with senior Mission and Embassy officials.
  • Primary liaison with USAID/Jordan COR and Contracting Officer.
  • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
Qualifications:
  • An advanced university degree in relevant subject areas, preferably in International Development.
  • At least ten years of experience working in project management in developing countries, preferably including experience in the Middle East.
  • Experience managing M&E programs and supervising/mentoring M&E staff. Strong technical M&E skills. Familiarity with USAID M&E requirements and practices strongly preferred.
  • Strong technical expertise in leading performance monitoring engagements and familiarity with evaluation best practices.
  • Experience with M&E databases and designing/delivering M&E training preferred.
  • Proven record of excellent management, leadership, decision-making, communication and interpersonal skills, including being an articulate speaker and sympathetic listener.
  • Demonstrated ability to successfully lead an intercultural team in a development context.
  • Demonstrated writing and presentation ability.
  • Prior Chief of Party experience on USAID-funded projects preferred.
