Save the Children Netherlands is based in the Hague, and works with around 50 professionals to support our global programmes in different thematic areas like child protection, child rights governance, health & nutrition and humanitarian response.
About the position
This position is within the awards management team and is focusing on contributing towards the realization of the objectives of Save the Children Netherlands through delivering quality projects & programmes and realizing an efficient and effective cooperation with partner organizations within and outside the network of Save the Children International.
Who are we looking for:
You are a professional with some experience in the development sector including on programme design and programme implementation. You demonstrate a sound understanding on the programme management cycle. You are skilled in ensuring high quality reporting on the EU programmes within the SCNL programme portfolio. You perform well under pressure and deadlines and you are eager to build a high quality programme portfolio.

Role purpose:
As Programme Officer, your main responsibility is to support the programme managers and the EU-team. Your tasks will include:
  • Monitoring progress of EU programmes (both DEVCO/NEAR and ECHO) in cooperation with colleagues of Save the Children International, colleagues of Save the Children Netherlands and where relevant other partners.
  • Responsible for managing EU grants in various regions and countries under supervision of a programme manager and in coordination with the EU-team.
  • Co-developing programmes in cooperation with colleagues of Save the Children International and other members if relevant.
  • Responsible for EU donor compliance and assuring timely and quality reporting under supervision of a programme manager and in coordination with the EU-team.
  • Responsible for processing awards in the international and national database.
Key areas of accountability:
  • Providing support to the programme managers and the EU-team
  • Independently and in coordination with the Head of Global Programmes and colleagues in the team, managing the EU (both DEVCO/NEAR and ECHO) part of the Save the Children Netherlands programme portfolio and potentially programmes from other donors.
  • Maintaining regular contacts within the Save the Children network and if relevant with partner organizations and DEVCO/NEAR and ECHO.
Qualifications & experience:
  • Master level / Bachelor degree in development cooperation similar.
  • Knowledge / experience with DEVCO/NEAR and ECHO
  • At least 1 year field experience
  • Interest to work with complex database systems, including the Save the Children Award Management System
  • Knowledge / experience on financial programme management
  • Knowledge / experience with programme management cycle; from acquisition to implementation and evaluations assuring thorough quality.
  • A high level of written and spoken English. Skills in French will be a strong asset
  • Professional attitude and good teamplayer
Preferable
  • Knowledge on DRR and resilience, especially from an EU perspective
  • Living in the Hague

Budget and financial competence:
  • Providing support to the development of programme budgets and the review of financial reports
Relations & cooperation:
  • Responsible for liaising with programme managers, financial programme managers, technical assistants and the EU-team within Save the Children Netherlands and if necessary Save the Children International
Salary & benefits:
  • Depending on experience and qualifications, the monthly gross salary range is 2.214 to 2.703 Euros (BBRA 7 / 8), based on a fulltime (38 hours per week) contract.
