Monitoring, Evaluation & Learning Adviser in Cambodia

Location: Battambang, Cambodia
Duration: 2 years

Role overview
The volunteer will need to work closely with the Project Manager for the project in Cambodia, the Programme M &E, Learning and Knowledge Management officer based in Nigeria and the Value Chain Adviser based in Cambodia, and the external evaluate being commissioned for this project in order to develop and strengthen the organisations' M&E framework and implementation for VSO Cambodia and the partner organizations.

Skills, qualifications and experience required
* An Undergraduate degree in a relevant field (a Masters degree is desirable);
* 2 years experience in designing, managing and/or implementing MEL systems and tools;
* Substantive experience in analysing quantitative and qualitative data; and,
* Substantive experience of offering capacity building support to non-MEL staff.

Required competencies:
* Strong analytical skills;
* Strong training and facilitation skills;
* Excellent communication skills, written and verbal in English; and,
* Adaptable, fast learner and ability to work in a culturally diverse environment.
Willingness to be available for the full 24 months of placement will be required for continuity of the process.

Allowance and accommodation
All volunteers have an allowance paid in local currency. The allowance meets reasonable living expenses in country, but will not be enough to send money home.
VSO works with some of the poorest communities in the world which means accommodation varies and will be basic.
