1: ASSISTANT MANAGER - PROCUREMENT MANAGEM ENT (1 POST)
Appointing Authority: Board of Directors
Employment Terms: Three Years Contract - Renewable
Responsible to: Managing Director
Subordinates: Procurement Officers, Procurement Assistants.
Salary Scale: MWAUWASA's Salary Scale of MAS 11 (Fixed)
Required Minimum Qualifications:
Possession of a degree in Procurement and Logistics, Supply Chain Management or equivalent. Must be registered with PSPTB as Authorized Procurement and Supplies Professional.
Must have at least five years relevant working experience, three of which must be at a senior management position. Conversant with relevant computer packages/programs.
Possession of a relevant
Postgraduate Degree is an added advantage. Should not be above 45 years.
Desired Qualities:
Proven expertise as a procurement manager especially ample knowledge and experience in implementing Public Procurement
Act, its regulations and all its requirements; knowledge of sourcing and procurement techniques as well as agility in reading the market; talent in negotiations and networking; skillful in decision-making and working with numbers; experience in collecting and analysing data; strong leadership capabilities; capable of influencing excelled performance and results by his/her subordinates.
Duties and Responsibilities: ,
Employees duties include but not limited to the following:-
Advises the Managing Director on all matters concerned procurement;
Prepares Annual Procurement Plan of the Authority;
Performs all the duties of the Secretary to the Tender Board, support the functioning of the tender board, causes the implement of the decisions of the tender board and advises the Authority on tendering issues;
Develops for the Authority, policies, standards and procedures for procurement;
Ensures that there is timely procurement at optimum costs and with regard to quality, quantities and economies;
Ensures that all Procurement Activities adheres to the Public Procurement Act in place;
Recommends proper procurement and disposal by tender procedures;
Establishes, evaluates and maintains reliable primary and secondary sources of suppliers to ensure continuity of the
Authority's operations;
Monitors all available sources on market trend that may have an effect on price or lead times and then make recommendations for actions to the management;
Devises and employs fruitful sourcing strategies within the relevant Acts;
Manages existing procurement contracts by monitoring performance, examining and re-evaluating the contracts and advising accordingly;
Tracks and reports key functional metrics to reduce expenses and improve effectiveness;
Collaborates with user departments/sections to ensure clarity of specifications and expectations of the Authority;
Anticipate unfavorable events through analysis of data and prepare control strategies;
Performs risk management regarding procurement contracts and agreements;
Controls, spends and builds a culture of long-term saving on procurement costs;
Acts as the link between the Authority and suppliers;
Ensures preparation of monthly procurement reports and monthly submit the same to the tender board;
Conducts on-job training of his/her subordinates;
Conducts performance appraisal to all subordinate in the section;
Carries out any other duties as may be assigned by his/ her superiors.
