Rapid Need Assessment for Menbij, Aleppo and Tel Abiad town, Ar-Raqqa Governorate
World Vision International in Turkey is currently accepting proposals for rapid needs assessment in the Menbij countryside and Tel Abiad town to better understand the situation and the needs of the affected population. World Vision will requests the support of a consultant to conduct a rapid needs assessment in these areas through the development, implementation, analysis and reporting of a multi-sector rapid needs assessment (e.g. WASH, Shelter, Education, Protection, Health, CCCM, NFI, Food and Access to Basic Services).
Responsibilities of the Consultant
- Develop and design a rapid assessment framework, utilizing quality tools based on previous studies and best practice.
- Develop a detailed work plan for the rapid assessment, for review by the World Vision MEAL team.
- Develop a rapid assessment methodology based on best practice and previous methodologies used to conduct the abovementioned needs assessment, to be approved and validated by WV.
a. The methodology should include a variety of qualitative and quantitative approaches; however it needs to be rapid.
b. Ensure tools and methodology take gender/age specific vulnerabilities and cultural contexts into account.
c. Data collection tools should be guided by Sphere Assessment checklists.
- Implement the assessment according to the detailed rapid assessment work plan.
- Prepare an assessment report (maximum 15 pages) in English, with an executive summary, findings and recommendations. A draft of the report must be submitted to the World Vision MEAL team for review and approval at least 1 week before the publication date agreed in the work plan.
Expected Deliverables
The consultant will be expected to produce:
• CV of the assessment leadership
• Three-page technical proposal for implementation which includes
· Methodology, including anticipated challenges and actions to redress them, as well as any existing network in the proposed areas to enable primary data collection
· Proposed timeframe
· Sample work plan
· Sample of previous work (no more than 5 pages is necessary, but more are accepted)
• Consultancy fees required
• Reference from at least one prior NGO client
The date to begin the assessment should be August 15, 2016. It is envisioned that the rapid needs assessment should take no more than 10 working days to complete. Justification is required for proposals of longer than 10 working days.

Background
In the eastern countryside of Aleppo, a major offensive by the Syrian Democratic Forces (SDF) on the town of Menbij entered its third week with more than 100 villages and towns already seized from ISIL. As the SDF offensive continues, severe shortages of fuel, flour, electricity and water are reported and an estimated 65,000 people remain trapped following ongoing fighting between SDF and ISIL forces. [1]As a result of rapid gains and intensified aerial activity, civilians from Menbij town and nearby villages have moved mostly towards northern towns in Menbij sub district, the Jarablous border crossing point, west towards NSAG held territories, and to a lesser extent - further south to villages dotted along the Euphrates River.
Since 31 May, an estimated 46,855 people have been displaced as a result of the fighting. Unconfirmed reports suggest the majority of displaced civilians (estimated 30,000 individuals) have remained in the sub-district, while the rest fled to ISIL-held areas such as Jarablus, Ghandora, Maskana, Khafsa, and Al-Bab sub-districts.
To better understand the situation and the needs of the affected population, World Vision will requests the support of a consultant to conduct a rapid needs assessment in the Menbij countryside and Tel Abiad town. It is noteworthy to mention that WV used to work in Menbij and Tel Abiad in 2013-2014.
Objective
To help inform World Vision’s organizational decisions related to strategies and priority interventions for the response amongst targeted IDPs and host community members through the development, implementation, analysis and reporting of a multi-sector rapid needs assessment (e.g. WASH, Shelter, Education, Protection, Health, CCCM, NFI, Food and Access to Basic Services) in Menbij district and Tel Abiad town.
Specific Objective
- Identify the principal needs and gaps of the Syrian IDPs in Menbij and Tel Abiad as well as the corresponding suggestions on how to address them, taking into consideration their possible contributions
- Identify, characterize and quantify 'populations at risk' in targeted locations, including identifying particularly vulnerable groups
- Identify and document immediate and longer term needs of affected populations
- Identify and assess local response capacity including organizational, medical and logistics resources
- Assess coping mechanism of affected population
- Identify and assess current capacity and plans for Menbij and Tel Abiad, including government and other key stakeholders
Proposed Methodology
- Desk review and analysis of secondary literature on the subject including existing resources from agencies supporting Menbij IDPs and Tel Abiad IDPs, returnees and host community
- Interviews with a representative number of IDPs in the targeted geographical locations using both quantitative and qualitative approaches
- Consultation meetings with government agencies responsible for IDPs

- Provide feedback and final approval to the consultant at relevant stages of the survey and assessment, particularly when developing tools, work plans and final reports.
- Ensure the proposed methodology and tools are in line with the WV One Syria response strategy.

- One set of tools which aim to capture the principal needs and gaps, as well as the current capacity, including available resources and programmes
- Paper and electronic records of the survey and assessment data
- Presentation to WV leadership after the receipt of the draft report.
- A final assessment report in English, which includes the following sections:

Profile of Consultant
The consultant or consultancy company should be able to prove their expertise and experience for the proposed assessment, including:
- At least 2 years of experience in Syria and Turkey and expertise on the Syrian conflict
- At least 5 years of research or assessment experience
- Prior experience conducting similar needs assessments in similar contexts
- Familiarity with statistical packages, such as SPSS
Additional Information and Conditions of Contract
All costs for conducting this assessment should be included in the proposal, including transportation, any tax obligations, etc.
The contract will include details of a results based payment system: 65% at inception; final payment after the receipt of a satisfactory final report.
