Consultancy to assess the system of child benefits (2 positions)

The main purpose of this research is to produce two different yet very closely related studies. The first one is a Beneficiary Incidence Analysis of the system of child benefits in the country, and the second one is a feasibility study proposing alternatives to the existing child benefits system in the country, especially focusing on increasing benefits, and the feasibility of providing a universal child benefits package.

Through the completion of the studies the research aims at achieving the following goals:

A. Assess the levels, efficiency of allocation (in terms of coverage, inclusion/exclusion of beneficiaries, legal/non-financial barriers for applicants etc.) and distribution and adequacy of child in-kind and cash benefits in the country

B. Identify fiscal space for strengthening the system of cash benefits for poor children in the country, both in terms of increasing coverage, improving efficiency and increasing the amount of cash benefits per child.
The research also aims at answering the following questions:

What is the impact of child related benefits on the poorest households? What are the consequences for non-recipient poor families with children? To what extent would a defined, small increase of cash to the budget of very poor households make a real difference to the lives of the children in those households? What would be the amount needed to cover the basic living costs (education, food, clothing and health) for children in poor households?

The results of this research will be used to advocate for the reforming of the child-benefits system in the country. The findings will not only provide information about existent administrative and financial shortcomings, but will provide concrete and specific recommendations as to how the system can be made more efficient, and how child allowances can be scaled-up and made universal through identification of alternative funding sources and additional fiscal space.

Qualifications

Deliverable 1
Advanced university degree in social policy, economics or a related field (Ph.D. level)
- At least 10 years working experience in social policy research, social policy planning and development,
- Previous working experience in the SEE/CIS region would be considered an asset
- Previous working experiences with UNICEF and/or other UN agency will be considered an asset
- Fluency in English, both written and verbal
- Excellent report writing and presentation skills
- Solid communication skills and positive working attitude

Deliverable 2
Advanced university degree (Ph.D. level) in the areas of finance, economics and/or social policy
- At least 10 years working experience in social and/or economic policy research, social policy and budget planning and development
- Previous working experiences with UNICEF and/or other UN agency will be considered an asset
- Previous working experience in the SEE/CIS region would be considered an asset
- Fluency in English, both written and verbal
- Excellent report writing and presentation skills
- Solid communication skills and positive working attitude
