Disaster Management Expert required for bid
Technical Assistance to Regional EU–ASEAN Dialogue Instrument (READI) Facility
GRM International is currently seeking experience consultant with experience ASEAN and EU to be put forward to for an upcoming four year bid for the READI Facility.
Expected Results from the Disaster Management Expert:
- An ASEAN Agreement on Disaster Management and Emergency Response (AADMER) monitoring and evaluation system agreed and in place
o Based on a review of the AADMER, further consultations with ASEAN Secretariat, relevant ASEAN bodies and any other relevant stakeholder, and a review of M&E systems in place at the national level, identify the various potential options/models for a M&E system, with strength and weakness of each proposed options; support the discussion and the selection of the ASEAN preferred option (1st year)
o Develop the detail design of the monitoring and evaluation system agreed by ASEAN, including the indicators, and methodology to best ensure transparency (2nd year)
o Pilot test the system and refine if necessary (2nd/3rd year)
Assist in implementing the developed system at regional level (capacity building) (3rd/4th year)
The successful candidate will demonstrate:
- A University Degree or equivalent
- An excellent verbal and written command of English is essential.
- A thorough knowledge of regional integration, in particular ASEAN and EU integration policies
- Proven organisational, communication, mobilisation and change management skills.
- Proven ability to develop solid partnerships with high level officials in order to achieve project results.
- Proven access to a network among EU practitioners
General professional experience:
- Preferably 10 years professional in the area of Monitoring and Evaluation including experience in designing and feeding Monitoring and Evaluation system;
- Working experience in the area of disaster risk management;
- Experience related to a programme of this nature in an intergovernmental institution, international organisation, or international consulting firm
- Experience in participating in cooperation programmes in developing countries, preferably in Asia. Relevant professional experience in ASEAN or AMS would be an added advantage.
- Proven field experience
Specific professional experience:
- Specific experience in Monitoring and Evaluation in disaster management in a developing country / region. Experience in Southeast Asia would be an advantage
- Previous experience with the European Commission on Humanitarian Aid would be an advantage.
- Proven knowledge of EU policy
- Experience in capacity building programmes
