Energy Expert required for up-coming bid
Technical Assistance to Regional EU–ASEAN Dialogue Instrument (READI) Facility
GRM International is currently seeking experience consultant with experience ASEAN and EU to be put forward to for an upcoming four year bid for the READI Facility.
Expected Results for the Energy Expert:
1. Implementation of the ASEAN Plan of Action on Energy Cooperation (APAEC) 2010-2015, in particular in the areas of energy efficiency and conservation, bio fuel, investment framework, and energy security (including diversification of energy sources and energy infrastructure);
2. Support ASEAN in the use of renewable energy for rural development, regional energy trading, research and development in clean energy production, and exchange of energy policies information, including policy formulation and initiatives;
Based on the agreement between EU and ASEAN Senior Officials in Energy, a series of workshops aiming at exchanging experience will be supported with view to support to the implementation of the ASEAN Plan of Action on Energy Cooperation (APAEC) 2010-2015, in particular in the areas of Energy efficiency and conservation, Renewable Energy, and Regional Energy Policy and Planning. The activities already identified will deal with:
1. Energy efficiency and conservation
- policy recommendations on energy efficiency of products and buildings
- policy recommendations on energy efficiency in the power production sector
2. Biofuels
- Study to assess biofuels policies in some ASEAN countries and examine their impacts in relation to types of biofuels crops, land use and social aspects
- workshop on biofuels policies development to review the results of the above study
3. Investment framework
- Study and/or workshop energy market regulation and investment
4. Energy security
- Study to support the Trans-ASEAN Gas Pipeline
Workshop on interconnection projects on electricity and gas
The successful candidate will demonstrate:
- University Degree or equivalent in sciences, civil engineering, or a discipline related to the issues covered in the programme.
- An excellent verbal and written command of English is essential.
- A thorough knowledge of regional integration, in particular ASEAN and EU integration policies
- Proven organisational, communication, mobilisation and change management skills.
- Proven ability to develop solid partnerships with high level officials in order to achieve project results.
- Proven access to a network among EU practitioners
General professional experience:
- Preferably 10 years professional in the area of energy, but a minimum of 5 years required
- experience related to a programme of this nature in an intergovernmental institution, international organisation, or international consulting firm
- Experience in participating in cooperation programmes in developing countries, preferably in Asia. Relevant professional experience in ASEAN or AMS would be an added advantage
Specific professional experience:
- Specific experience in energy policy making process
- Knowledge of national and regional polices related to the energy policy
- Proven knowledge of EU policy
- Experience in capacity building programmes
