ICT Expert for READI Facility Bid

Technical Assistance to Regional EU–ASEAN Dialogue Instrument (READI) Facility

GRM International is currently seeking experience consultant with experience ASEAN and EU to be put forward to for an upcoming four year bid for the READI Facility.

Expected Results from the ICT Expert:
Support the development of a strategy and plan of action for the implementation of priority areas identified by the ASEAN ICT Master plan that will contribute most directly in short to medium to the establishment of an internal ICT market in the ASEAN. The ICT Expert will also develop a monitoring and evaluation system for the implementation of the strategy. Additionally the ICT Expert will support ASEAN in the development of a transparent and coherent / harmonised ICT regulatory framework, in particular on spectrum management. Subsequent results will be defined during the project implementation, based on the ASEAN action plan.

The activities that the ICT Expert will conduct will be to support, draft and promote best regulatory practices, will be conducted to support the implementation of the ASEAN ICT Master Plan, notably on policies directly contributing to the establishment of an ICT internal market in the ASEEAN region. These include in particular ICT infrastructure/broadband deployment, ICT related training, including ICT regulatory framework, introduction f new ICT technologies an application, internet based economy, ICT for development (digital divide) and digital dividend. A priority will be given to:
1. Spectrum management – technical challenges and regulatory approach in the context of the digital dividend
- a series of workshops / training sessions on regulatory best practices will be organised in order to define and promote a set of technical and regulatory recommendations on spectrum management that will form the basis of a regional scheme for frequency management across AMS, aiming notably at better reaping the benefits of digital dividend.
2. Opportunities and challenges related to broadband deployment
- a series of activities aiming at promoting broadband rollout and take-up, notably by looking at the issues of inclusion / digital divide (wireless broadband, e-services such as e-government and e-commerce), trust and confidence of consumers (network and information security), production and distribution of creative content.
Competition policy in the telecom sector – support regulatory exchanges and / or conduct a study aiming at improving the regulatory framework for the telecom sector.

The successful candidate will demonstrate:
- University Degree or equivalent in Information and Communication Technology, or a discipline related to the issues covered in the programme.
- An excellent verbal and written command of English is essential.
- A thorough knowledge of regional integration, in particular ASEAN and EU integration policies
- Proven organisational, communication, mobilisation and change management skills.
- Proven ability to develop solid partnerships with high level officials in order to achieve project results.
- Proven access to a network among EU practitioners

General professional experience:
- Preferably 10 years professional in the area of Information and communication technology, but a minimum of 5 years required.
- Experience related to a programme of this nature in an intergovernmental institution, international organisation, or international consulting firm
- Experience in participating in cooperation programmes in developing countries, preferably in Asia. Relevant professional experience in ASEAN or AMS would be an added advantage

Specific professional experience:
- Specific experience in ICT policy making process
- Knowledge of national and regional polices related to the ICT policy
- Proven knowledge of EU policy
