Science and Technology Expert
Technical Assistance to Regional EU–ASEAN Dialogue Instrument (READI) Facility

GRM International is currently seeking experience consultant with experience ASEAN and EU to be put forward to for an upcoming four year bid for the READI Facility.

Expected Results for the Science and Technology Expert:
- Implementation of the ASEAN Plan of Action on Science and Technology (APAST) and its flagship programmes
- Support to the development of the next ASEAN Plan of Action on Science and Technology, and its implementation
- Increased participation of ASEAN-based organisation in the EU Seventh Framework Programme (FP7)

The Facility will support the implementation of ASEAN Plan of Action on Science and Technology (APAST), in particular through:
- Technical assistance and facilitation of experience in building up centres of excellence on a regional basis, through working meetings/workshops;
- Technical assistance and facilitation of experience in developing collaborative, regional research programmes, through workshops;
- Exchange and networking of ASEAN experts to JRC institutes;
- Exchange and visits to European institutions and research centres of key ASEAN scientific experts with a view to integrate in scientific networks and integrate in project development
- Support to ASEAN conference on Science and Technology and development, based on an initiative from Viet Nam;
- Facilitation of experience in building technology platforms and science/industry relations;
- Technical assistance in building scoreboards and indicators systems for Science and Technology.

The successful candidate will demonstrate:
- A University Degree or equivalent in Sciences and technology, or a discipline related to the issues covered in the programme.
- An excellent verbal and written command of English is essential.
- A thorough knowledge of regional integration, in particular ASEAN and EU integration policies
- Proven organisational, communication, mobilisation and change management skills.
- Proven ability to develop solid partnerships with high level officials in order to achieve project results.
- Proven access to a network among EU practitioners

General professional experience:
- Preferably 10 years professional in the area of Sciences and Technology, but a minimum of 5 years required.
- Experience related to a programme of this nature in an intergovernmental institution, international organisation, or international consulting firm
- Experience in participating in cooperation programmes in developing countries, preferably in Asia. Relevant professional experience in ASEAN or AMS would be an added advantage.

Specific professional experience:
- Specific experience in Sciences and Technology policy making process
- Proven knowledge of EU policy
- Past involvement in the EC Framework Programme for research
- Experience in capacity building programmes
