Danish Refugee Council (DRC) is advertising the position of Head of Administration and Finance (HoFA) for the Central African Republic to manage its Administration & Finance Department. It is crucial to DRC that that the applicant is experienced, competent, fluent in French and English and able to work in a difficult working environment. In terms of operations, DRC is one of the largest INGOs in the Central African Republic operating out of 3 Field offices in the North, 6 sub offices and the capital office (Bangui).

The program strategy for 2011 covers the sectors of Protection, including Child Protection, Food Security, Early Recovery, WASH and Emergency Education.

DUTIES AND RESPONSIBILITIES
The HoFA in CAR is overall responsible for the DRC Administration and Finance of the mission particularly with regards to overall compliance to national laws, DRC operational guidelines and donor requirements. The Head of Finance & Administration is responsible for the management, implementation, monitoring, evaluation and continued development of the DRC Administration & Finance department at the national level.

The HoFA for CAR refers to the Country Director.

General duties, the HoFA
• Establishes and maintains internal financial and administrative procedures compatible with the country's laws, DRC ´s operational guidelines and donor requirements
• Co-ordinates and manages the Finance and Administration Officers of the various offices of the country.
• Is responsible for all operational and functional supervision, monitoring and evaluation of the Admin / finance activities to ensure that activities/projects are implemented in accordance with agreed strategies, principles, implementation plans, and donor requirements at the national level
• Ensures a global operational co-ordination between the Admin / finance department and the program co-ordination
• Ensures that DRC’s projects are implemented in accordance with DRC standard regulations and operational procedures (e.g. Code of Conduct, DRC Program Handbook, DRC Operation’s Handbook)
• Assists in the formulation of project proposals, concept papers and budgets
• Assists in the operational and programmatic strategic planning and development of DRC at the request of and in co-ordination with the Country Director and country team
• Is responsible for maintaining good working relationship with other humanitarian stakeholders and the local community and at the national level with regards to Admin / finance issues
• Co-operates with the Finance desk officer in HQ, If relevant co-operates actively with the Regional Head of Administration and Finance

Finance, the HoFA
• Participates in program budget elaboration and controls that budgeted support cost are sufficient for the mission
• Controls and follows up of Donors instalments
• Analyses and follows up program budgets, flags under and over spending
• Guarantees the compliance of DRC CAR operations to all Donor requirements and guidelines (including but not limited to EC, SIDA, UNHCR. UNICEF, UNDP, WFP, FAO, French Co-operation, US embassy)
• Manages day-to-day accounting functions including regular cash verification, bank and balance, sheets, accounts, bookings. Consolidates and controls all country accounting cash books. Supervises Cash management / cash transfer for all of CAR. Maintains up-to-date accurate accounting system, including computer data entry and paper filing system (archiving). Registers entries and exits, payments and advances.
• Is responsible for timely respect of DRC’s onthly HQ requirements (sending of cash books, scanned vouchers, project portfolio , reporting follow up and any other HQ required document in accordance with the operational Handbook and HQ requests)
• Maintains a register of fixed assets: controls of the humanitarian program cash balance and banks in the capital
• Responsible for the delivery of timely, correct and qualitative final financial reports to donors. Responsible for preparation of local audits by donors

Administration, the HoFA
• Maintains records and spread sheets for all the national staff ( versus salary)
• Assists the project manager and the project team members with advice and guidance on all HR related issues.
• Ensures high level of confidentiality regarding personnel data and ensure that all employee information is kept up to date, is complete and held in a secure place.
• Ensures that all employees have a current contract of employment and comply with all human resource policies and practice including the code of conduct, local labor laws and the organization country and global policies.
• Ensures that all international staff meet local regulations for working in C.A.R. with compliance to local immigration laws and procedures for issuance of visas, visa renewals and residence permits
• Acts as an intermediary or link between line managers and project staff where necessary.
• Liaises closely with the Country Director on HR
• Ensures implementation of staff appraisals as per DRC standards
• Performs briefings and debriefings of staff and visitors to DRC as relevant
• Ensures that international staff have proper living conditions. This includes access to clean water, safe and adequate hygiene living environment and adequate stores of nutritious food is available.
• Reviews the career management rules, regulations, strategies and tools of the mission
• Prepares and monitors leave and leave balances and R&R trips of national staff and international staff. Prepares monthly/annual attendance reports.
• Manages all aspects of local staff recruitment’s such as issuance of vacancy announcements, receiving applications, preparing summary data of applications for shortlists, organizing interviews as well as forwarding the administrative forms and documents for newly recruited national staff and guides them accordingly.
• Collaborates with line or program managers for all aspects of recruitment of local staff as required.
• Manages Contracts of project staff, service providers and consultants.
• Contributes to the capacity building efforts of the mission by investing in the capacity building of the Admin/ Finance departments´ staff including establishing of a capacity bulling plan and conducting regular training sessions.

Security, the HoFA
• Collaborates with the CD and the country management team with regards to elaboration and implementation of the security plan
• Ensures that security incidents are reported to the Country Director

QUALIFICATION AND EXPERIENCE
• Relevant degree in International Development, Humanitarian work, Financial management, Accounting and/or 4 years experience in equivalent position.
• Fluency in French and English required
• Driving Licence
• Capacity to monitor large volume of operations, finance, Admin finance and HR activities
• Full ability to work on (Excel, Word, Outlook). Experience with accounting software an advantage
• High capacity to work within a team in a multicultural environment
• High capacity to work in a post conflict area and emergency situation
• High Capacity to be flexible as to frequent travels to field offices and other areas as per requests
• Capacity to take high level responsibilities and to work under pressure

CONDITIONS
Starting date:
As soon as possible (ideally 1. March 2011)

Duty station:
Bangui, Central African Republic with field visits in rural CAR

Contract:
12 months (With a possibility of extension pending performance and funding available)
Salary 3000 EUR, per diem, Insurance, 0ne flight/ year, RnR every 3 month with maximum 1000$ transport reimbursed
