Position: Project Officer - Animal Health, Food Security and Livelihoods Improvement Project (FSLIP), Eastern Equatoria State

Report to: Project Coordinator

General description of the job: To establish, implement and monitor the livestock component of the FSLIP.

To establish sustainable animal health delivery services and livestock marketing infrastructure in the project area.

To play an active role as a member of the FARM-Africa Sudan team.

Standards:

1.1 To establish the numbers and locations of existing trained Community Animal Health Workers (CAHWs), Animal Health Assistants (AHAs) and Stock Persons (SPs) in each of the 8 project Payams.

1.2 To undertake capacity needs assessment and, in collaboration with the state and county authorities and community members, to select and organise appropriate training for at least 26 CAHWs (both new and previously trained) in vaccination, disease diagnosis and treatment, disease reporting, meat hygiene and animal husbandry.

1.3 To identify 2 AHAs and 2 SPs for training at Marial Lou Livestock Training Centre.

1.4 To monitor and report on the work of the CAHWs, AHAs and SPs.

1.5 To conduct training on the government’s disease surveillance and monitoring system for veterinary staff at state and county levels.

1.6 To support the training of cold chain maintenance technicians to ensure that vaccines are kept in optimal condition.

1.7 In collaboration with project beneficiaries and the local authorities, to establish 2 market centres, 2 model butcheries, 2 slaughter slabs and 2 drug supply stores on a cost-sharing basis with the target community.

1.8 To provide refresher training on meat hygiene to 8 animal health and meat inspectors.

1.9 To document and disseminate experiences acquired in the course of performing the above tasks.

1.10 To coordinate the implementation of one major vaccination campaign per year.

1.11 Together with the Project Officer – Natural Resource Management and Peace Building, to plan the rehabilitation or construction of 13 locally appropriate water points located on livestock routes to market.

2.1 To liaise with relevant government departments (veterinary and animal production) and extension officers for the smooth implementation of the project

2.2 To develop and maintain good working relationships with the main project partner SNV and with project associates e.g. Vetworks Sudan.

2.3 To maintain a close working relationship with all relevant NGO partners working in the livestock sector within the County.

2.4 At the request of the Project Coordinator, to represent FARM-Africa at meetings and workshops.

3.1 To participate in monthly staff meetings.

3.2 To participate in supervision session with the Project Coordinator once per month to discuss progress against set work targets.

3.3 To provide information for FARM-Africa quarterly reports and donor reports to the Project Coordinator in the agreed format and according to organisational deadlines.

3.4 To participate in the design and implementation of project phasing out plans and handover to the community at the end of the project.

3.5 To complete an annual appraisal with your line manager.

3.6 To contribute to the development of FARM-Africa policies and strategies related to animal health and livestock development.

Person Specification

Qualifications and Experience:

Essential

Desirable

· Educated to degree level in a relevant subject (preferably a veterinarian)

· Knowledge of the development environment in Southern Sudan

· Experience of animal disease surveillance and monitoring systems

· Knowledge of animal health policy in Southern Sudan

· Experience of livestock marketing approaches and infrastructure

· Previous NGO work experience in rural development

· Training community animal health workers
