Position: Project Officer - Monitoring and Evaluation, Food Security and Livelihoods Improvement Project (FSLIP), Eastern Equatoria State

General description of the job: To develop and implement a participatory monitoring and evaluation strategy for the FSLIP.

Duties:

1. To develop a monitoring and evaluation framework for the Food Security and Livelihoods Improvement Project

65%

2. To build the capacity of the project staff, partners, associates and other stakeholders to enable them to collect all the necessary information in relation to the agreed indicators

3. To document lessons learned which will contribute to the development and scaling up of FARM-Africa’s livelihood improvement programs

4. To play an active role as a member of the project team

Standards:

1.1 To spearhead the review of the project logical framework and indicators and make suggestions for improvement.

1.2 To lead the development of the necessary tools to capture monitoring and evaluation information.

1.3 To coordinate all monitoring and evaluation activities including baseline surveys, data collection and analysis.

1.4 Together with other project staff, to identify with all stakeholders in a participatory manner suitable monitoring indicators to assess the progress and impact of all project activities.

1.5 To collect and analyse regular monitoring data on project activities based on the project logical framework and the identified participatory indicators.

1.6 In consultation with the Regional Monitoring and Evaluation Officer, to coordinate the project mid term and end of project evaluations.

1.7 Together with project staff and stakeholders to undertake regular project review meetings.

2.1 To train project staff and other stakeholders and give them the requisite skills to effectively participate in data recording and collection.

2.2 To coordinate stakeholder monitoring activities to ensure that data is collected and correctly recorded.

3.1 To analyse project data and lessons learned and contribute information to the FARM-Africa organisational website, annual review, fundraising publications and other relevant outputs.

3.2 To develop, coordinate and implement all project dissemination activities in Eastern Equatoria in conjunction with the rest of the project team.

3.3 To represent the project in conferences and workshops where required by the Project Coordinator.

4.1 To participate in monthly staff meetings.

4.2 To participate in supervision session with the Project Coordinator once per month to discuss progress against set work targets.

4.3 To provide information for FARM-Africa quarterly reports and donor reports to the Project Coordinator in the agreed format and according to organisational deadlines.

4.4 To complete an annual appraisal with the Project Coordinator.

4.5 To participate in the design and implementation of project phasing out plans and handover to the community at the end of the project.

Person Specification

Qualifications and Experience:

Essential

Desirable

· Educated to degree level in a relevant subject e.g. international development, agriculture

· Knowledge of the development & policy environment in Southern Sudan

· At least 2 years relevant work experience

· Previous NGO work experience in rural development

· Valid motorcycle license & off-road motorcycle driving experience
