Human Resource Delegate (Haiti)

Purpose of position: The Human Resources Delegate is responsible for providing Human Resource support to the Haiti operation in line with the overall Federation Global HR approach. He/She is an integrated member of the Human Resources Haiti Support Team and is accoutable for executing Human Resources support for the operation in Haiti with main focus on intenational staff recruitment.

Description of Duties: Overall international staff Human Resources Management
Establish an effective system to manage international staff in cooperation with the Field Haiti HR team ensuring that rules regulations, procedures and processes for this staff category are clearly outlined and are in line with legal requirements.

Recruitment, Selection & Placement
a) Provide top quality and committed international professionals in all core areas of operations, programming and support services.
b) Coordinate the recruitment, selection and placement process of staff for the Haiti operation (job advertisement, interviews and assessment, reference check, selection, job offer). Review and evaluate critical candidate information from internal and external sources in the creation of a list of pre-selected candidates who meet the minimum qualifications required in meeting the program's goals
c) Coordinate international recruitment utilizing the Federation systems and procedures and in particular the Jobnet on-line e-recruitment system.
d) Representing Federation's principles and processes, liaise with National Societies for contracting and funding of sponsored candidates as appropriate
e) Brief delegates who pass via Panama for start of employment

Systems, Processes & Procedures
Establish and maintain HR systems and processes, ensuring they operate economically, efficiently and effectively in support of the business objectives and ensure alignment with International Federation guidelines and policies and compliance with procedures, systems and processes

Training and Learning
a) Promote and stimulate the use of the IFRC Learning platform among staff and with (potential) external partners.
b) Contribute to the development of new e-learning activities in the IFRC

HR Administration

a) Issue work reference letters as well as any other accepted validation documents required by Haiti HR staff and approved by the Federation
b) Follow up on requests for extension and appraisals
c) Follow up on information on delegates' end of mission
d) Contribute to the improvement of briefing and debriefing arrangements
e) Execute Time Management of international staff
f) Contribute to the preparation of accurate and timely reports

Other
a) Perform additional HR task on request of the line manager
b) Travel to the Haiti field operation as required
c) Flexible to take on new task when requested

Duties applicable to all staff

1. Actively work towards the achievement of the Secretariat's goals.
2. Abide by and work in accordance with the Red Cross/Red Crescent principles.
3. Perform any other work related duties and responsibilities that may be assigned by the line manager.

REQUIRED QUALIFICATIONS

Education: Relevant University Degree or equivalent qualification in business administration
Basic Delegates Training Course or equivalent knowledge
Languages; Fluency in English
French and Spanish, preferred
Experience: 3 to 5 years Human Resources Management
3 to 5 years experience in workforce planning, training and developing plans, rewarding systems and labour relations
3 to 5 years experience in a large complex operations
3 to 5 years in working for a humanitarian aid organization in a low-income least-developed countries
Familiarity with current standards and guidelines for humanitarian emergency response, preferred
Previous long term missions in Haiti - Strongly preferred
Acquaint with International Federation policies, procedures and systems specially with Secretariat HR systems, preferred
Volunteer and/or work experience at national and/or international level in RC/RC, preferred

Additional Information: HEALTH: Malaria and Dengue fever is present in Haiti and HIV prevalence is high, Diarrhoea due to poor water and sanitation. Vaccinations required: Measles, Tetanus, Polio, Mumps, Rubella, Diphtheria, Pertussis and Varicella Strongly recommended: Hepatitis A and B Typhoid and Cholera, Pandemic influenza A (H1N1) 2009, Meningitis and Rabies.
