Nepal Program Manager

PURPOSE:

The Nepal Program Manager has primary responsibility for the successful delivery of sustainable relief and development programs in the country. S/he leads the development and preparation of proposals, partner capacity support, and deriving lessons learned from projects funded by LWR. S/he also works with the regional team to select and update priority action zones (PAZ) for project implementation and regularly assessing the development needs and gaps. The role of the Program Manager is to ensure that all projects are being implemented in accordance with contractual obligations and that they meet the highest standard of implementation.

CORE COMPETENCIES

2. 5 years progressive experience in designing, managing, implementing, monitoring and evaluating relief and development projects.
3. Knowledge of minimum standards in disaster response (Sphere).
4. Bachelor’s degree in a relevant field.
5. Fluency in English, Nepali, and at least one other language spoken in the country
6. Excellent verbal and written communication skills.
7. Familiarity with key development, economic and social justice issues at a practical and policy level.
8. Demonstrated ability to work effectively with local government.
9. Experience working with local-based NGOs and community organizations
10. Ability to travel at least 50% of the time.
11. Proficiency using Word, Excel, PowerPoint, e-mail and web browser software.
12. Excellent interpersonal skills and willingness to work within a team environment.

DUTIES & RESPONSIBILITIES

I. Program

1. Establish and/or maintain relationships between LWR and its partners.
2. Work with partners in developing concept papers and manage partner expectations.
3. Work with partners on proposal development, budgets, and ensure that all proposal submissions are complete, properly formatted, and received in sufficient time to allow for a complete review and response before final submission.
4. Work with partners to ensure progress, financial, audit, and evaluation reports are submitted to the LWR Nepal office in accordance with the LWR’s guidelines
5. Ensure timely submission of project progress, financial, audit, and evaluation reports to LWR headquarters.
6. Accompany partners throughout the implementation period and make (at a minimum) quarterly visits to the partners. Hold meetings in the office when necessary.
7. Monitor project detailed implementation plans and budgets; ensure that partners implement activities as planned.
8. Coordinate the exchange of correspondence between LWR and project partners and potential partners; send all relevant correspondence from the headquarters to partners; send relevant communications to headquarters.
9. Conduct needs assessments when necessary including as part of an emergency response
10. Keep abreast of relief and development trends in Nepal and in the PAZ

II. Communication and Learning

1. Work with partners in identifying key lessons learnt from projects and documentation of case studies.
2. Maintain partner, project related information and input all data into the data base management system.
3. Provide documentation on program and project based results when requested.
4. Work closely with Regional M&E Manager in coordinating and dissemination of qualitative and quantitative results.
5. Participate and/or lead networking meetings with other agencies for sharing best practices and lessons learned.

III. Strategy and Planning

1. Contribute to developing and periodic review of the Country Strategy for LWR Nepal Program.
2. Provide input into the annual country operational plan and quarterly/monthly planning.
3. Actively participate in Global, Regional and Country Office staff meetings.
4. Assist the Regional Team in new business development as required.
5. Coordinate with Regional Finance & Admin Manager for effective implementation of partner projects.
6. Initiate, commit and contribute to work in liaison with the team for the smooth functioning of the country office.
7. Other duties as assigned.
