Note: This is a four year position pending funding.

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION

The Liberia country program has submitted an application in response to the global USAID/CMM APS for Conflict Mitigation and Management. If successful, American Refugee Committee (ARC) will be awarded an eighteen month grant to implement the Women in Peace-building Program in Liberia.

ARC will work with local organizations and grassroots community groups to strengthen the role of women in peace-building initiatives in Liberia. Through participation in the Women in Peacebuilding Project, women in rural areas will be provided with opportunities to engage in dialogues on issues in their communities and at the national level and to give voice to their concerns in a safe and supportive environment. Women will participate in peace groups, and will network with other groups to develop a unified voice for ensuring that peace-building programs at the national level include women’s perspectives.

PRIMARY PURPOSE OF THE POSITION

The purpose of the position it to ensure overall project management, including extensive coordination with key community, government and NGO stakeholders on the ground and direct supervision and management of project staff.

MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES

Program Management 60%

- Coordinate the completion of the annual Project Management Plan (PMP) and initial base line assessment and end line evaluation with all project partners.
- Compile an overall program work-plan and coordinate the implementation of this work-plan in coordination with the various key program stakeholders.
- Work with Project Management Team to set clear objectives and achievement benchmarks for all program activities.
- Monitor and ensure that all program and spending targets for all grants are being met.
- Supervise the development of tools for the measurement of project impact and to work closely with the program partners, including the M&E unit to establish sound monitoring and evaluation systems.
- Work with the Country Director, donors, and senior management team to realign program budgets as and when required.
- Carry out annual performance reviews for all program staff directly reporting to the position.
- To serve as Country Director when the Country Director is not at their post.

Operations Oversight and Support 40%

- Coordinate and review program reports prior to submission to World Learning.
- Work with the program coordinators, and the Liberia Country Director and Senior Management Team to track monthly project expenditure against the program budget.
- Coordinate the recruitment of new program staff as and when required.
- Ensure regular communication between the program teams and the technical support departments (HR, Finance, Logistics etc) both in the field and in Monrovia.
- Liaise with USAID to ensure proper project inputs per subcontractor Scope of Work.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

- Minimum 3-5 years of related experience working in international programs post-conflict and/or development settings with management and supervisory responsibilities in program administration at senior management level.
- Undergraduate degree in related field required; Graduate degree preferred.
- Performance Management knowledge.
- Financial management, including budget management required.
- Knowledge and understanding of best practices for monitoring and evaluation systems and procedures.
- Strong background in Program Management, including management of subcontractors, National Policy Development and Advocacy, and Organizational and Institutional Development.
- Experience working with USAID funding and USG compliance requirements.
- Experience working in Africa, preferably West Africa.
- Must be fluent in English.
