Cooperation between

the Government of Denmark
Environmental Support Programme Phase 2
Component 1: Support to Public Sector Institutions
Background
The Governments of Denmark and Indonesia have agreed to cooperate in the field of environmental management through the Environmental Support Programme (ESP). The support is structured over two stages; Phase One (ESP1), which was implemented 2005-2007, and Phase Two (ESP2) planned to run for five years (2008-2012).
ESP2 is implemented by the Ministry of Environment (KLH), The Ministry of National Development Planning (BAPPENAS) and Ministry of Home Affairs (MoHA). ESP 2 has three components; one of them being Component 1: Support to Public Sector Institutions.
The immediate objective of Component 1 is to support Public Sector Institutions to develop, test and adopt practical instruments and systems for addressing the environmental implications of the development cycle (policy, planning, implementation and regulation); in partner ministries and districts.
Request for Tender
Component 1 seeks to engage suitably qualified consultancy companies/organisations for the execution of a number of a National Technical Assistance contract against developed Terms of Reference. The consultancy companies/organisations will, through Technical Assistance (TA), provide guidance to and support the work of Counterparts in the Ministry of Home Affairs (MoHA).
SEA Applied in Local Development Plans (March to December 2011)
This contract will require Technical Assistance to support MoHA to establish the necessary regulatory framework for SEA application in regional spatial and development planning; undertake capacity building efforts in the country and to facilitate selected local governments in applying SEA in regional spatial and development planning.
