DIRECTOR, ADMINISTRATION AND FINANCE, D1

Reporting to the IARC Director, the successful candidate will be responsible for providing efficient, effective and responsive administrative services to the various programmes and activities of the International Agency for Research on Cancer (IARC) in respect of human resources, building management, procurement and supplies, budget and finance (regular and extra-budgetary), information technology (IT), as well as administrative support, for the attainment of the overall objectives of the Agency.

Requirements:
Candidates must have a graduation from a University of recognized standing with an advanced degree in law, finance, economics, public or business administration, or other fields related to management. Training in modern management-related techniques is desirable.

Candidates should demonstrate: ability to develop strategy and forward-looking plans; excellent skills in modern management methods; proven skills in organization development and change management; and excellent oral and written communication skills.

Knowledge of WHO administrative and financial policies and practices would be a definite asset as well as familiarity with enterprise resource planning (ERP) systems such as SAP or Oracle. A working knowledge of IT systems and requirements is desirable.

The successful candidate is expected to: ensure the effective use of resources; foster integration and teamwork in an international environment; move forward in a changing environment; build and promote partnerships across the Agency and beyond; and promote innovation and organizational learning.

Candidates must have a very good knowledge of English or French with a good working knowledge of the other.

Experience:
Candidates must possess at least 10 years’ experience in senior, progressively responsible positions in the management of large public sector organizations or private companies. Working experience in the UN system or equivalent is an asset. Experience in administration of reputed biomedical research institute and in budget management is also desirable.
