Climate Change Position

Climate change is the most serious environmental challenge facing the world today. It is a multi-faceted and complex issue that affects all aspects of human life and threatens development potentials of nations.

The Government of Kenya has developed a comprehensive National Climate Change Response Strategy to reduce the risk of severe damage to our environment and enhance the resilience of communities to adapt to and mitigate against the adverse impacts of climate change.

The Government is working with a number of development partners in the implementation of the national strategy.

The French Development Agency (AFD) has provided support to the Government of Kenya for a position of a Director of Climate Change in the Ministry of Environment and Mineral Resources. The funding support will be for an initial period of 12 months.

The Ministry is therefore seeking a highly qualified and motivated person to fill the position and support the drive in the implementation of the NCCRS.

Job Description

The Director will be responsible to the Permanent Secretary, Ministry of Environment and Mineral Resources.

The Director will develop a portfolio of services related to climate change, and will be responsible for strengthening the National Climate Change Secretariat, the national climate change knowledge base and deliver climate change strategies and research.

Responsibilities will include:
  • Coordinate the development of strategic approaches and action plans for the National Climate Change Response Strategy.
  • Advance the country’s development and climate change-related objectives of adaptation and mitigation.
  • Develop new and innovative market, regulatory, and voluntary mechanisms for sustainable development addressing climate change.
  • Track public policy developments and interpretation for implementers of climate change related projects
  • Coordinate the development of climate change related projects in line with the National Climate Change Response Strategy and its action plan, and support access to financial resources towards the projects.
  • Identify and compile existing tools, frameworks and protocols and coordinate their application to sector planning, research and advocacy work.
  • Develop new tools to help the climate change secretariat better manage the various facets of climate change.
  • Identify, compile and disseminate best practices on climate change issues
  • Lead climate change related research, communication, advocacy and campaigning.
  • Undertake such other studies or activities as may be requested by the Permanent Secretary, from time to time.
Requirements
  • A postgraduate degree in environmental science, economics, law, management, or related fields
  • At least five years work experience in the public, private, or civil society sectors in climate change issues or clean development mechanism
  • Demonstrable understanding of and commitment to addressing the social and environmental dilemmas resulting from climate change in Kenya
  • Ability and willingness to maintain ongoing relationships with stakeholders holding different and sometimes conflicting views
  • An understanding of the key sectors and the challenges posed by climate change and knowledge of the critical policy issues and options to address climate change
  • Proven track record of managerial ability and motivation to work and deliver results in challenging new fields
  • Experience in project development, management and communication skills.
