SALARY: Not-Ordinarily Resident (NOR): USD 50,043 p.a.

NOTE: Must have at least 18 months remaining at post by the closing date of this vacancy announcement in order to be considered for this position, or have a current/active Top Secret security clearance with at least 12 months remaining at post by the closing date of this vacancy announcement.

The U.S. Embassy in Beijing is seeking an individual for the position of Political Assistant in the Political Section.

BASIC FUNCTION OF POSITION

The incumbent will support Political Section efforts to monitor and report on complex political and social developments in China as well as China's domestic politics and foreign relations. He/she monitors the Chinese-language Internet, including chat rooms, blogs and online publications, for information on political and social issues of interest to the Ambassador, the Political Section and Washington. The incumbent will establish contacts among officials, journalists and academics in order to support Political Section outreach. The position involves drafting analytical cables as tasked by Section supervisors. He/she maintains the Political Section library and assists in logistical and other arrangements for visiting U.S. officials. Position may involve occasional travel outside Beijing.

QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Applicants who fail to do so, or who do not meet the position's required qualifications, will not be considered for this position.

Education:

  • A four-year university degree, from an accredited undergraduate institution, in History, International Relations, Regional Studies, English and any Asian language, Religion, Business, Political Science, Anthropology, Ethnology, Journalism, Law, Economics, Geography, or Public Policy is required.

Experience:

  • A minimum of 3 to 5 years of progressively responsible experience in international relations, political research and analysis, law, or government relations is required.

Language:

  • Level IV (Fluent) speaking/reading/writing in English and Level III (Good Working Knowledge) in Mandarin Chinese are required.

Knowledge, Skills and Abilities:

  • Must have a working knowledge of the Chinese political system; familiarity with current events and trends in Chinese domestic politics and foreign relations, especially U.S.-China relations; and knowledge of key sources of information on China, including Internet resources, periodicals and academic publications.
  • Must be able to collect information on a broad range of complex subjects from both English and Chinese language sources.
  • Must be able to take accurate notes during official meetings and draft cables based on those notes.

SELECTION PROCESS

When equally qualified, U.S. Citizen Eligible Family Members (US EFMs) and U.S. Veterans who are legally residing in country will be given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

  • All completed applications received by the closing date will be reviewed by HR to determine which applicants meet the advertised position's required qualifications. When appropriate, the HR Office will administer necessary skill testing, such as typing, to confirm an applicant's qualifications.
  • Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
  • Current LES employees are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.
  • Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  • Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  • Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
  • Ordinarily Resident applicants or applicants without a U.S. social security number will be paid according to the Local Compensation Plan in local currency (RMB). There are no exceptions to this regulation.
  • The candidate must be able to obtain and hold a Top Secret security clearance.
