Project Manager, IMPACCT and PACE

The International Center for Research on Women (ICRW) seeks a locally based project manager at its Asia Regional Office (ARO) in New Delhi. The project manager will serve as second to the project director and undertake the administrative, financial, and day to day technical management of two projects, IMPACCT and PACE, as they are implemented at the ARO. The IMPACCT project focuses on the evaluation of a large program aimed at delaying marriage for girls while the PACE program involves strategic and evaluation support to Gap Inc. in enhancing the lives and options of female garment workers. Both projects involve coordination with ICRW’s DC office.

Primary Duties:

Project Management

• In collaboration with the project director, manage the project team and ensure effective work and coordination of project staff. Serve as the project director’s backup and voice: provide direction and input to the project team in line with the project director’s management and technical priorities.
• Ensure the quality of project deliverables and their timely execution.
• Develop project workplan, timelines and modifications in line with project progress and evolution.
• Manage reporting and responsiveness to the donor and partners.
• Provide regular, systematic communications, updates, and responsiveness to the donors, partners, and DC office team. Serve as the Asia based project point person only second to the project director for these key constituents.
• Assist project director in staffing, consultant, and sub-contractor procurement, management, and decisions. Draft job descriptions, scopes of work, requests for proposals.
• Oversee, monitor and maintain the project (or sub project) budget in compliance with donor requirements.
• Prepare reports and workplan submissions to donors.
• Ensure the smooth execution of project events and convenings.

Technical Work

• Under the guidance of project director and senior advisors, help lead conceptual development and implementation of projects’ research and program activities and deliverables, including background research and evaluation design.
• Produce project-related technical deliverables, including research briefs, powerpoint presentations, white papers, monitoring and evaluation guidelines, indicators and frameworks.
• Assist with the synthesis and framing of research findings and develop products relevant to a range of audiences.
• Support the staff in the provision of technical support to partners in accessible and well-packaged formats, including conceptual and program design, research, capacity building, and dissemination of results.
• Organize and contribute to proposal development, additional fundraising, and outreach activities.

Required Skills:

• Master’s degree or higher in a relevant field in the social sciences, public policy, public administration.
• Minimum 7 years, with at least 3 years of project management experience.
• Superb project management skills: must be able to “keep the trains running on time.”
• Excellent relationship management skills vis a vis donors and partners. Able to speak with authority but within the bounds of ICRW’s and the project director’s institutional perspective.
• Excellent people management skills vis a vis staff and consultants. Able to convey project director’s priorities and needs effectively and make the team feel valued and supported.
• Must be a team player with the ability to work independently and under pressure, as well as to contribute to team members’ work at short notice.
• Sense of confidence and comfort level with guiding donors, partners, team members in diverse locations.
• High degree of initiative, proactive responsibility, and “can do” attitude.
• Ability to package and communicate complex and technical information in accessible forms for lay audiences—in both written and verbal communication.
• Versatility, flexibility and adaptability in responding to projects that are in evolution.
• Excellent communications skills including: writing, powerpoint and presentation capabilities.
• Specific experience in field research, evaluation research, survey methodologies and implementation desirable.
• Monitoring and evaluation training and experience desirable.
• Understanding of gender and development issues a plus.
• Experience working with corporate donors or private sector a plus.
